Hanoi People's Council opens thematic session, considers 4 groups of contents

Speaking at the opening of the session, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that, based on the provisions of the Law and the situation and practical requirements of the City; on the basis of agreement with the People's Committee, the Vietnam Fatherland Front Committee of the City, the Standing Committee of the City People's Council decided to convene the 15th session to promptly consider and decide on major and important issues within its authority related to socio-economic development, personnel work, and the consolidation of the position of City People's Committee member.

Although it is a thematic session, it is a session with a large volume of work, including 17 contents related to 4 main groups of issues. Specifically, the City People's Council considers and approves the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, for the City People's Committee to complete, submit to competent authorities to report to the Politburo and submit to the National Assembly for comments at the 7th session - May 2024 and submit to the Prime Minister for approval.

According to the Chairman of the City People's Council, based on the 2017 Planning Law and Decision No. 313 dated March 7, 2022 of the Prime Minister, in recent times, Hanoi City has focused on and urgently researched and completed the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050.

"This is a major and very important content, together with the Draft Law on the Capital (amended) which is being focused on completing and submitting to the National Assembly for approval at the 7th Session and the Project to adjust the Master Plan of the Capital to 2045, with a vision to 2065 which has been approved by the City People's Council and is being submitted to the Prime Minister, will create an important legal and institutional framework for the development of the Capital. At the same time, it will create a new development space, new driving force and new values to build and develop the Capital to become increasingly "Cultured - Civilized - Modern" in order to concretize Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital Hanoi" - Chairman of the Hanoi City People's Council said.

With that important meaning, Chairman of the City People's Council Nguyen Ngoc Tuan requested the City People's Council delegates to focus on carefully studying the contents, contributing many enthusiastic and responsible opinions to complete the Planning, especially solutions to remove bottlenecks and issues that are being raised in the city's development practice.

The second content of the meeting is that the City People's Council will review and decide on contents related to public investment plans, investment policies for projects using public investment capital and adjust and supplement the list of works and projects on land recovery and conversion of rice-growing land purposes in 2024 of the City.

"These are important contents to promptly resolve, promote the progress of disbursement of public investment capital of the City, focus on supporting the implementation of projects on schools, healthcare, relics, technical infrastructure, drainage, wastewater treatment, contents of the target program on new rural construction, ethnic minority plains... Thereby, contributing to promoting socio-economic development and completing the targets of the Resolution of the 17th City Party Congress" - Chairman of the City People's Council emphasized.

The next contents to be considered and decided by the City People's Council are important contents in the fields of culture, education, health, and social security, such as: supplementing the City's educational staff; regulating tuition fees and services supporting education and training activities; health care regime for cadres; prices for medical examination and treatment services; support levels to improve the effectiveness of cultural institutions at the grassroots level; reorganizing the cooperative development support fund; activities to honor and honor policy families, meritorious people, and outstanding individuals on the occasion of the 70th anniversary of the Dien Bien Phu victory...

The Chairman of the City People's Council said that during the preparation process, the Standing Committee of the City People's Council directed the City People's Council Committees to coordinate with relevant units to conduct surveys and inspections. The City Vietnam Fatherland Front Committee organized social criticism on a number of important and far-reaching contents, as a basis for the City People's Council to discuss and decide, ensuring that the resolution comes into practice.
