Specifically identify the functions in public works, delineate the chain of functions used in accordance with the needs of exploitation, operation and management; create works with beautiful, modern architectural forms, in harmony with the architectural landscape space of the Tay Ho Tay Urban Area; be the legal basis for the Investor to establish construction investment projects and for authorities at all levels to manage architectural planning and construction investment according to approved planning.
Land lot coded H2CC2 belongs to the Central Area of Tay Ho Tay Urban Area (Phase 1) Xuan Tao Ward, Bac Tu Liem District, Hanoi City. The North borders the existing road with a cross-section of 40m; the East borders the existing road with a cross-section of 15m; the South borders the existing road with a cross-section of 15m; the West borders the green land lot coded H2CX1. The planning research scale is about 3,984m2.
Previously, in September 2023, the Hanoi People's Committee issued Decision No. 4466/QD-UBND, approving the project of Local adjustment of the Detailed Planning of the central area of Tay Ho Tay Urban Area, scale 1/500 at land lot H2CC1. The total area of land lot H2CC1 is about 3,946m2. The local adjustment of the detailed planning at land lot H2CC1 is based on the principle of maintaining the location, boundary scope and architectural planning indicators (land area, construction density, land use coefficient, height of above-ground buildings). The City People's Committee specifically determines the total construction floor area index in the project to comply with the provisions of QCVN 01:2021/BXD; supplementing the function of the project from transaction office to office, trade, service to comply with the land use function according to the orientation of the approved Zoning Plan and related Detailed Plan...
Locally adjust the Detailed Planning at land lot H2CC2 to define land use functions in accordance with the orientation of the Urban Zoning Planning H2-1 (including the functions of public land of the city, the area and the isolated green land (raw water well protection corridor); rearrange the ground plan of the works on land lot H2CC2 in a simple, modern direction, keeping the number of floors of the above-ground works (16 floors) on the principle of not changing the architectural planning indicators (land lot area, construction density, land use coefficient...) according to the Detailed Planning of the central area of Tay Ho Tay urban area, scale 1/500 approved and the decisions on project and land transfer approved by the City People's Committee.
The Hanoi People's Committee assigned the Department of Planning and Architecture to check and confirm the documents and drawings of the local adjustment of the Detailed Planning of the central area of Tay Ho Tay urban area, scale 1/500 at land lot H2CC2 in accordance with this Decision; update the content of the local adjustment of the above Detailed Planning into the documents of the Detailed Planning of the central area of Tay Ho Tay urban area, scale 1/500.
The People's Committee of Bac Tu Liem District presides over and coordinates with the Department of Planning and Architecture and Catgo Investment Joint Stock Company to publicly announce the content of the local adjustment of the approved detailed planning so that relevant agencies, organizations and people know according to regulations.
The Chief Inspector of the Department of Construction, Chairman of the People's Committee of Bac Tu Liem District, Chairman of the People's Committee of Xuan Tao Ward are responsible for: Inspecting and supervising construction according to planning, promptly handling cases of construction violations of construction order (if any) according to authority and regulations of law.
The City People's Committee also assigned the Departments of Planning and Investment, Natural Resources and Environment; Finance and relevant agencies in the specialized management field to be responsible for checking related contents after the planning adjustment is approved and guiding Catgo Investment Joint Stock Company to carry out procedures on project investment, land management, financial obligations arising from the Local Adjustment of the Detailed Planning and other related contents in accordance with current regulations of the State and the City on investment and construction management.
The Department of Natural Resources and Environment shall preside over and coordinate with the People's Committee of Bac Tu Liem District, the People's Committee of Xuan Tao Ward and relevant units to inspect and accurately determine the boundaries, landmarks, and land area scale in the field, ensuring compliance with planning and no overlap between projects in the area; guide Catgo Investment Joint Stock Company on land procedures according to regulations.
