Rare opportunity, creating momentum for breakthrough, fundamental change for the Capital
On the morning of May 27, speaking to the press on the sidelines of the 7th Session of the 15th National Assembly, delegate Hoang Van Cuong (Hanoi City Delegation) emphasized the special significance of the National Assembly simultaneously considering and approving the Draft Law on the Capital (amended), giving opinions on two major planning projects of the Capital (Hanoi Capital Planning for the period 2021 - 2030, vision to 2050 and Project to Adjust the Master Plan of the Capital to 2045, vision to 2065) at the same Session. In particular, the amendment of the Law on the Capital this time demonstrates the desire to create a superior and unique legal framework to develop the Capital that truly represents the whole country.
According to delegate Hoang Van Cuong, with that meaning, therefore, when amending the Law, everyone entrusts their thoughts, aspirations, and wishes as well as those of the people of the whole country into the mechanisms and policies for the development of the capital of the whole country. The participation of the National Assembly Committees and National Assembly delegates both shows their companionship and is their own work, contributing to the capital.
On that basis, for Hanoi City, amending the Law on the Capital is to fulfill the responsibility and mission of the People, voters and localities in "building the Capital to become the representative face of the whole country".
At this session, the National Assembly also considered and approved the Draft Law on the Capital (amended), gave opinions on the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. According to delegate Hoang Van Cuong, this is a very rare opportunity to create a development orientation for the Capital and have a legal basis for implementing that orientation. Because the planning of the Capital is to create a general development orientation, overall development, long-term development for the Capital, so that Hanoi represents the whole country, worthy of the capitals of countries around the world.
Adjusting the master plan is to concretize the ideas and special contents on infrastructure and urban areas that have been pointed out in the capital's master plan. The concretization of the master plan will be put forward into specific development options and models so that the capital will have a new look in the future.
To implement the orientations and ideas for the planning of the Capital and to implement construction plans in the adjustment of the master plan, there must be corridors, mechanisms and legal frameworks. This framework creates a development mechanism so that ideas can become reality, which is the mission of the Capital Law. Therefore, it must be affirmed that the National Assembly's simultaneous implementation of the above 3 important contents at this session is a very good and rare opportunity to create a breakthrough and fundamental change for the Capital.
Towards solving pressing problems today
According to delegate Hoang Van Cuong, we have all seen the shortcomings in Hanoi's urban development, leaving behind regrettable consequences. The Capital Law as well as the Capital planning must aim to resolve current pressing issues. For example, according to the law, many areas within the historical inner city boundary are restricted in terms of investment and renovation. This leads to many old apartment buildings not being renovated; many self-built houses do not meet technical requirements, fire safety, and living environment conditions, but there is no renovation mechanism.
Therefore, this draft of the Capital Law (amended) must create a legal framework so that areas that are truly conservation areas will be protected for their historical values of Thang Long - Hanoi or important architectural works with historical elements. The remaining areas must come up with investment models for renovation in the direction of modern urban areas, and the Capital cannot develop spontaneously; people build according to their own subjective will, not according to the planning standards of large cities.
Proposing solutions for long-standing residential areas with high construction density, lack of public space, affecting the quality of life, especially posing a potential risk of unsafety in the event of fire or explosion, delegate Hoang Van Cuong said that areas that do not ensure fire prevention and fighting safety, do not have space for rescue, or do not have space for public activities must be included in the renovation plan, resolving all existing problems in the direction of civilized and modern development.
"This is completely possible because most of the areas we are talking about are messy and shabby, and are located in the most central area of the capital. If renovated well, it will create areas with high economic value. The problem is to create a legal framework such as exploiting underground space, high-altitude space, and having a modern public infrastructure system such as a public transport system with large transport volume such as urban railways" - delegate Hoang Van Cuong said.
At the same time, it is believed that if this is done, areas with high population density and many low-rise buildings will be converted into a few high-rise buildings. The living space below ground will be raised, giving the ground space for the development of green space, public space, traffic space, and service development.
Delegate Hoang Van Cuong assessed that the quality of the Draft Law up to this point is very good. In particular, the spirit of delegating power and responsibility to Hanoi to carry out the mission of creating a breakthrough and outstanding development for the Capital.
Developing the capital is a process and cannot be measured in a short period of time. We set a goal that by 2045, Vietnam must be a high-income country, on par with developed countries. The capital planning also sets a goal that by 2050, Hanoi will be the leading capital in the region, on par with the capitals of advanced countries in the world.
“Whether that roadmap is achieved or not depends on exploiting the regulations and mechanisms that have been put in place to be particularly outstanding for the Capital; it requires high determination not only from the Capital government in the transformation but also the concentration of huge resources from society to create a truly breakthrough face for the country, worthy of being a developed country by 2045” - delegate Hoang Van Cuong expressed his opinion.
