On the morning of October 26, Comrade Bui Hoang Ha, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation chaired a conference to monitor the implementation of legal regulations on Social Insurance (SI), Health Insurance (HI), and Unemployment Insurance (UI) for employees at enterprises in the province.
Attending the monitoring session were members of the monitoring delegation, leaders of the Departments and branches: Provincial Social Insurance, Labor - Invalids and Social Affairs, Health and leaders of the People's Committees of districts and cities: Tam Diep, Yen Mo, Yen Khanh, Gia Vien.
Reports from monitored departments, branches and localities show that: In recent times, with the attention and participation of the entire political system and the proactive efforts of specialized sectors, the implementation of policies and laws on insurance for employees at enterprises in the province has achieved important results.
Insurance policies and regimes are implemented promptly and in accordance with regulations. Attention is paid to the development of participating subjects, and the rate of workers participating in compulsory insurance is high.
As of December 31, 2022, 143,011/143,862 employees in the enterprise participated in social insurance, health insurance, and unemployment insurance, reaching a rate of 99%, an increase of 8,146 people compared to 2020. State management in the field is increasingly strict; employees basically enjoy full and timely insurance policies according to regulations.
In addition to the achieved results, the implementation of legal regulations on insurance for employees in enterprises in the province still faces many difficulties, limitations and obstacles: The number of people participating in voluntary insurance is still low; the debt of social insurance and unemployment insurance tends to increase; the attention and direction of the Party Committees and authorities of some localities on the inspection, examination and supervision of the social insurance and unemployment insurance sector is not regular, and violations are not handled promptly; the number of people participating in health insurance in enterprises has decreased due to the impact of the COVID-19 epidemic; the situation of withdrawing social insurance at one time tends to increase...
At the monitoring session, members of the monitoring delegation requested the monitored departments, branches and localities to explain and clarify a number of issues: one-time social insurance payment; installation of the VssID application and issuance of electronic health insurance cards; late payment and evasion of payment of social insurance funds by enterprises; development of annual social insurance development targets at the district level; settlement of unemployment insurance regimes; clarification of the causes of limitations and responsibilities of related units; solutions to overcome difficulties and obstacles in the coming time.
Representatives of departments, branches and localities have clearly explained the above contents, and at the same time requested the province to consider supporting additional voluntary social insurance contributions in addition to the State support level; have policies to support the purchase of health insurance for employees at enterprises who have lost their jobs; direct units based on their functions and tasks to strictly implement State regulations in the fields of insurance and employment; regularly inspect and strictly handle enterprises that intentionally evade or owe contributions to insurance funds...

Concluding the monitoring session, Mr. Bui Hoang Ha, Standing Vice Chairman of the Provincial People's Council, Head of the monitoring delegation, acknowledged and highly appreciated the results in the leadership, direction and implementation of legal regulations on social insurance, health insurance and unemployment insurance in the province in the past time.
Emphasizing the results achieved and pointing out the limitations, he suggested that in the coming time, departments, branches, People's Committees of districts and cities, according to their functions and tasks, coordinate with the Provincial Vietnam Fatherland Front Committee and the Provincial Labor Federation to strengthen information, propaganda, training, and raise awareness and consciousness of employers and employees about types of insurance. Review and strengthen State management, especially consulting, guiding, inspecting, supervising, and handling violations of the implementation of legal regulations in this field.
He requested the provincial Social Insurance to proactively coordinate with relevant sectors to implement targets on development and management of social insurance and health insurance participants; debt collection and settlement; medical examination... Continue to preside over and coordinate with relevant sectors to advise the Vietnam Social Insurance on solutions to handle and settle the budget exceeding the central target assigned to Ninh Binh province (from 2018 to present).
The Department of Labor, War Invalids and Social Affairs collects statistics on the labor force of working age, working in enterprises. Guides and inspects the construction of salary scales, and the signing of labor contracts of enterprises. Coordinates with the provincial Social Insurance in resolving social insurance and unemployment insurance policies and regimes, and reviews and compares data on collection management, inspection, and prevention of social insurance fund fraud.
Propose that the Department of Health preside over and coordinate with relevant sectors to advise the Provincial People's Committee on timely solutions in implementing the bidding for drugs and medical supplies; strengthen direction and guidance for medical facilities to remove difficulties in treatment and implementation of health insurance policies.
Districts and cities strengthen State management, focus on inspection, supervision, detection, strict handling and debt collection of enterprises that deliberately delay, evade payment, or delay payment of social insurance, health insurance, and unemployment insurance within their management scope.
The Standing Vice Chairman of the Provincial People's Council also requested departments, branches and localities to provide and unify data, complete the report and send it back to the Supervisory Delegation. Requested the Supervisory Delegation, the Office of the National Assembly Delegation and the Provincial People's Council to fully absorb the opinions expressed at the conference, synthesize the Supervisory Results Report; develop a Submission and draft Resolution to submit at the regular year-end meeting as prescribed.
