Up to now, Tua Chua district has reviewed and measured in the field more than 3,402/3,009ha of forested forestry land; the area assigned and granted forested forestry land use right certificates is more than 2,956/3,009ha (reaching 98.2%); of which, 89 forest owners are communities and 433 forest owners are households. For non-forested forestry land, more than 12,376/16,448ha have been measured and reviewed (reaching 75.2%); more than 2,000ha have been assigned to 1,577 forest land users in 4 communes: Sin Chai, Huoi So, Xa Nhe, Ta Sin Thang.
Regarding the payment for forest environmental services, the total area paid is more than 89,506 hectares to 1,784 forest owners (payment has not been made in 2023). From the source of funds for payment for forest environmental services, many villages have successfully built livelihood development models and social welfare works. However, some forest owners have different forest areas between the land and forest allocation decisions and the land and forest allocation maps; different information about forest owners' names; access to payment through bank accounts is still difficult; some forest owners have small allocated areas and small amounts of money, so people are not encouraged to participate...
Tua Chua district proposed to consider adjusting the planning of 3 types of forests to be consistent with the land use planning at district and provincial levels and in accordance with the forestry land use targets allocated by the Provincial People's Committee according to regulations.
Vice Chairwoman of the Provincial People's Council Giang Thi Hoa requested Tua Chua district to clarify difficulties and problems related to the issuance of forest land use right certificates; some forest areas increased in the past year but have not been assigned; develop regulations and operations of forest management and protection teams; difficulties in making payments through bank accounts. In the coming time, Tua Chua district will continue to strengthen the direction of relevant departments, units, People's Committees of communes and towns to review, remove difficulties, speed up land and forest allocation, and issuance of forest land use right certificates. Regarding the payment of forest environmental services, it is necessary to strengthen the inspection and supervision of the use of forest protection and development funds by village and hamlet forest management boards. The district is requested to focus on reviewing and updating data based on the latest documents. The recommendations of the district and the monitoring team will be compiled and recommended to relevant levels and sectors for consideration.
Previously, the monitoring team inspected the actual work of land and forest allocation, granting of forestry land use right certificates; and payment for forest environmental services in Muong Dun, Xa Nhe, Muong Bang communes and Tua Chua town.
