Returning to Bach Xa commune these days, the smooth concrete roads and the invested infrastructure system seem to add vitality to the new rural area. Comrade La Van Hanh, Chairman of the Commune People's Committee, said that one of the important factors for the commune to successfully build a new rural commune is to promote the role of the people as the main subject, to arouse the resources of the people according to the motto "people know, people discuss, people do, people check, people supervise, people benefit".
During the process of building new rural areas, the Party Committee and the People's Committee of the commune directed the villages to publicize the policies and plans for implementing new rural areas so that cadres, party members and people could know, participate in discussing and deciding on plans for implementation. On the other hand, the entire political system from the commune to the village promoted propaganda and mobilization to arouse people's hearts and strength in implementing new rural criteria, especially in investing in building rural infrastructure works.
Thanks to the consensus of the people, Bach Xa commune has mobilized nearly 97.5 billion VND for new rural construction. Of which, the people contributed nearly 22 billion VND. In addition, people also actively donated land, money, and labor days to build lighting lines, flower roads, clean the environment, renovate houses, and create a green, clean, and beautiful landscape. At the end of 2023, Bach Xa commune completed and was recognized as a commune meeting new rural standards.
The concrete road in Ben Den village, Bach Xa commune (Ham Yen) was completed, making it easier for people to travel.
Ms. Ha Thi Phin, Ben Den village, Bach Xa commune shared: Local authorities and Party committees widely disseminated local matters, big and small, to the people. People clearly understand their responsibilities, and from there actively participate in contributing to the development of the locality. Her family also voluntarily donated 500 square meters of hill land, 38 cinnamon trees over 5 years old, 30 orange trees 8 years old and contributed working days to build concrete roads. In the short term, the family sacrificed, but later on, the family and people will have convenience in production and circulation, easy transportation of goods, and their lives will be increasingly improved.
Implementing the Tuyen Quang - Ha Giang expressway project, the Party Committee and authorities at all levels of Ham Yen district set the goal of publicizing and making transparent the policies, land recovery plans, compensation policies... to all people, especially households affected by the project. Accordingly, the Tuyen Quang - Ha Giang expressway through Ham Yen district is more than 48 km long with a total of more than 1,600 households and individuals having their land and assets on the land recovered.
With proactive propaganda measures, especially good implementation of democratic regulations, always transparent information about the project, compensation policies... has helped people in the project area understand and most of them agree to the implementation of the project. Up to now, the whole district has 1,461 households receiving compensation and land recovery; over 34.2 km of land has been handed over to the investor to carry out road construction.
Mr. Hoang Van Hoi, village 1 Thuoc Ha, Tan Thanh commune expressed: When there was a policy to build a highway, the entire village was fully informed by the district and commune authorities. With timely information, each resident understood the scale and importance of the project, thereby agreeing and creating favorable conditions for site clearance and handover to the construction unit to implement the national key project of Tuyen Quang - Ha Giang highway. His family alone took the lead in handing over more than 6,000 m2 of residential land, barns, and acacia forest to hand over the site to the construction unit.

The implementation of the Grassroots Democracy Regulations in the operations of agencies and units in the district has also been strengthened. In particular, agencies and units develop and promulgate regulations and rules in the implementation of regimes and policies for cadres and civil servants to promote democracy; organize conferences of cadres, civil servants, public employees and workers to publicize the Party's guidelines and policies, the State's laws related to professional fields, monthly, quarterly and annual work plans and funds allocated by the state budget to serve the operations of agencies and units. Enterprises publicize and disseminate internal regulations and rules to employees. From there, employees are able to discuss and decide on collective bargaining contents according to the provisions of law and resolutions of the labor conference; develop, amend, supplement and implement regulations and rules of the enterprise...
Ham Yen district has seriously implemented Regulation No. 11-QDi/TW of the Politburo on the responsibility of the head of the Party Committee in receiving citizens, having direct dialogue with the people and handling their reflections and recommendations. From 2023 to present, the authorities of communes and towns in the district have received nearly 1,200 citizens; received 179 petitions, complaints and reflections from citizens. Thanks to the good implementation of the work of receiving citizens and handling petitions, in the past time, there have been no complicated and prolonged complaints and petitions in the district.

Many difficulties and problems at the grassroots level have been promptly and effectively resolved, contributing to creating consensus in society, consolidating the great national unity bloc, strengthening the close relationship between the Party, the State and the people, creating trust and high determination of the Party Committee, the government and the people in successfully implementing political tasks and developing the local economy and society.
