Reporter : Could you tell us how ethnic policies have been implemented in the district recently?

Mr. Ma Van Lien, Head of Ethnic Affairs Department of Ham Yen district :

Ham Yen is a mountainous district in the North of Tuyen Quang province, with 22 ethnic groups, of which ethnic minorities account for 63.4% of the total population in the district. Ham Yen has 18/18 communes and towns in ethnic minority areas, with 124/283 extremely disadvantaged villages, accounting for 44.28%.

In recent years, the District Party Committee, the District People's Council, and the District People's Committee have paid attention to directing and implementing the tasks of ethnic work and ethnic policies in the area, focusing on directing the implementation of Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the Party Central Committee (9th tenure) on ethnic work in the new situation. Issue documents directing all levels and sectors to implement the Ethnic Work Strategy for the 2021-2030 period, with a vision to 2045.

Ethnic policies and National Target Programs (NTPs) are being implemented seriously, within the right scope and target beneficiaries, focusing on investment resources for the NTP on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025. The total capital plan for 2024 for the NTP on socio-economic development in ethnic minority and mountainous areas in Ham Yen district is over 123.28 million VND, as of November 30, 2024, 72.52 million VND has been disbursed, reaching 58.8%.

Along with the implementation of the program, Ham Yen Ethnic Minority Department focuses on propaganda and mobilization in many forms suitable for each target, thereby raising awareness and responsibility of each individual, collective and community to create consensus in society, further promoting the role of the people in participating in implementing goals and tasks, promoting socio-economic development, gradually eliminating hunger and reducing poverty for ethnic minority and mountainous areas.

Reporter : How effective have the policies and programs for ethnic minorities been in socio-economic development in the area, sir?

Mr. Ma Van Lien, Head of Ethnic Affairs Department of Ham Yen district :

Investment results from Programs, projects and direct support have had a huge impact on changing the face of rural areas in particularly difficult communes and villages where ethnic minorities live.

Socio-economic conditions in ethnic minority areas have gradually developed; Infrastructure systems in ethnic minority areas continue to be invested in, built and upgraded. Up to now, 100% of communes, wards and towns have car roads to the center; 100% of villages, 100% of communes and households have access to the national grid.

By November 30, 2024, the district had 14/17 communes recognized as meeting the standards and submitted for recognition as meeting the new rural standards, (of which 02 communes were recognized as meeting the advanced new rural standards, 01 commune was recognized as meeting the model new rural standards). The average number of new rural criteria reached 18.3 criteria.

The reduction in the poverty rate according to multidimensional standards decreased by 2.64% (plan 2.20%). The rate of trained workers reached 68.5% (plan 68.5%), of which vocational training reached 47.1% (plan 47.1%), with certificates 23.9% (plan 23.9%). This year, Ham Yen has created jobs for 3,516 workers, an increase of 10.4% of the plan, (plan 3,185 workers).

Reporter: In the process of implementing policies for ethnic minorities in the area, what difficulties and problems do you encounter, sir ?

In fact, in the process of implementing ethnic policies in Ham Yen district, in the past time, there were still certain difficulties and problems, such as:

Every year, the implementation of capital sources of the Program, project and policy is still slow, the investment level is still low, so the completion of the plan according to the Program and project is still prolonged.

Due to uneven educational levels, in some localities in Ham Yen, a part of the people do not fully understand the policies and goals set out, so they have not proactively participated, still waiting and relying on the support of the State; have not boldly and proactively invested in expanding production according to effective models that have been implemented, are still familiar with self-sufficient production, and are not familiar with producing goods according to market demand.

In addition, awareness of policies for ethnic minorities among grassroots cadres is still limited. Direction and leadership in some communes is not regular and not close. Mobilization of the political system to participate is not strong, not creating consistency among local forces.

Reporter: In the coming time, what specific solutions will the Ethnic Affairs Department advise the District People's Committee to effectively promote policies, programs and projects for ethnic minorities ?

To effectively care for ethnic minorities in the area, the Department continues to advise the District People's Committee to direct the implementation of a number of programs, projects and policies for ethnic minority areas in the area. Accelerate the implementation of National Target Programs; Decision No. 85/QD-UBND dated March 3, 2023 of the Provincial People's Committee; current policies for ethnic minority and mountainous areas, ensuring that people have timely access to and benefit from policies; do a good job of inspecting and supervising the implementation of ethnic policies at the grassroots level.

Pay attention to allocating investment resources for ethnic minority and mountainous areas ; Strengthen the implementation of support policies on education and training; health insurance, vocational training, consulting, and job referrals for rural workers; Improve the quality of medical services and health care for people; policies to preserve, conserve and promote the cultural identity, language, customs, and good traditional beliefs of ethnic minorities.
