A series of drastic instructions to create maximum convenience

In 2023, the Ministry of Finance assigned the Customs sector a state budget revenue target of VND425,000 billion. However, by mid-September, the total recorded revenue only reached about 63% of the estimate. To complete the assigned tasks, the Customs sector faces many major challenges. Preliminary calculations by mid-September this year, Vietnam's import and export decreased by about 12%, equivalent to a decrease of nearly 63 billion USD in absolute terms compared to the same period. Of which, many key import items decreased sharply. The Import-Export Tax Department (General Department of Customs) said that every year, the taxable import-export turnover increased from 8 to 13%. In some years, it increased by up to 24%. However, this year, not only did it not increase, but it also decreased by more than 19% compared to the same period, affecting the sharp decrease in the entire industry's budget revenue.

The efforts of the Customs sector have created a ripple effect, a large impact with sustainable factors.

Recognizing the difficult situation right from the first quarter, many local Customs Departments have proactively implemented solutions to complete the task of collecting the highest budget revenue and creating maximum convenience for businesses to promote import and export activities. They went to the places where they met businesses contributing large amounts of revenue to grasp the production and business situation as well as listen to suggestions and solutions to remove obstacles arising from businesses...

Notably, in order for enterprises to focus on production and business, the General Department of Customs has directed units not to conduct post-clearance inspections as planned for unnecessary cases; only inspect and examine cases with signs of violations. In addition, focusing on solutions to prevent revenue loss and recover tax arrears; border customs offices review, assess risks and strengthen inspection of cases of tax exemption, reduction, refund, non-collection, non-taxation for export processing, processing, and manufacturing enterprises...

In the context of businesses facing many difficulties due to the impact of the Covid-19 pandemic and post-pandemic difficulties, the Customs sector has been and is continuing to resolutely and synchronously implement solutions to facilitate trade. Director General Nguyen Van Can said: "The reforms and efforts of the sector aim to unblock trade flows and promote growth in import and export turnover. In 2022, Vietnam will achieve an import and export turnover of 700 billion USD for the first time in 2022. The work of promoting maximum facilitation for businesses has been and is being implemented synchronously and resolutely this year, especially in the last months of the year, when import and export activities are more bustling".

In the coming time, the whole industry will continue to synchronously implement solutions to facilitate trade such as: centralizing, modernizing, and automating customs inspection, supervision, and control; promoting pre- and post-clearance inspections, reducing the inspection rate during customs procedures; implementing smart border models, green customs according to the recommendations of the WCO; enhancing the application of information technology, using modern equipment in customs inspection, supervision, and control... Along with that, the Customs industry will strengthen coordination with ministries and branches to reform and simplify administrative procedures in the field of import and export, continue to cut customs clearance time, and reduce costs for businesses.
