Effectively exploiting potentials and advantages, Hai Ha district actively restructures the agricultural sector, gradually shifting from quantity production to quality, valuable commodity production, contributing significantly to the local socio-economic development and improving farmers' lives.
Identifying agriculture as the spearhead and strength in socio-economic development, in recent years, Hai Ha district has applied the mechanisms and policies of the Central, the province and the district to invest in the development of agriculture, forestry and fishery in the direction of commodity production (tea, vegetables, sugarcane, livestock, poultry, mollusks, shrimp, etc.); innovating and improving plant varieties, livestock and aquatic breeds, promoting the application of scientific and technical advances, linking production with consumption and the market, thereby contributing to increasing the value of agricultural production.
With the orientation of maintaining stable food crop production; focusing on developing advantageous products, local specialties towards improving quality and value; forming specialized and concentrated production areas for commodity production; focusing on building labels, brands and promoting products, developing markets, the district's agricultural restructuring project for the period 2021-2025, with a vision to 2030, Hai Ha district focuses on developing advantageous products. Through the development and implementation of agricultural production projects and models, promoting efficiency, improving productivity, quality and product value, it is a premise for propaganda and promotion, widely applied in mass production.
For example, regarding tea production, realizing the potential and strengths of the district's tea trees, the District People's Committee has recently directed the implementation of synchronous solutions to improve the value and quality of tea products in the district. In the period of 2022-2025, the District People's Committee will implement a project to restructure the tea industry, focusing on supporting the implementation of a number of contents such as: Supporting investment in intensive tea cultivation according to VietGAP and organic standards; supporting the upgrading and renovation of factories and processing lines; assessing and granting VietGAP and HACCP certification to processing facilities; transferring the process of intensive cultivation and processing of high-quality tea, supporting the development of new high-quality tea varieties, etc.
From 2022 to present, support has been provided for intensive cultivation of 35 hectares of tea according to VietGAP certified. The introduction of the new Huong Bac Son tea variety has added a new quality tea variety to the district's tea variety structure, contributing to the development of the tea production industry in the right direction of improving product quality and value... Currently, the tea growing area in Hai Ha district is about 850 hectares. Hai Ha tea is one of the products oriented to build a national OCOP product of Quang Ninh.
In the field of livestock, the district has implemented an organic pig farming project using microbiological technology with a scale of over 45 hectares, a total investment of 550 billion VND, a design capacity of 5,000 sows, 20,000 weaned pigs and 40,000 pigs/litter/2.3 litters/year (equivalent to 143,000 breeding pigs and 15.18 million kg of pork/year). Up to now, the project has basically completed the construction items and is qualified to go into production. It is expected that by the end of 2024, the production scale will reach 2,200 sows and 50 boars. The project is implemented with the goal of developing an industrial, closed, proactive livestock model from the stage of breeding to the stage of raising commercial pigs, creating high-quality products for the market. This will be a pilot model to continue to replicate and perfect the model in the future for neighboring provinces and regions, contributing to increasing land use efficiency, labor productivity, improving the natural environment, and reusing waste products to serve the development of clean agriculture.
In the field of fisheries, the district has shifted the structure between exploitation and aquaculture and protected aquatic resources; promoted offshore exploitation, actively exploited and protected aquatic resources according to the EC's recommendations to remove the yellow card on fisheries exploitation, and diversified farming objects. Focused on developing the farming of advantageous objects of the district such as: white-leg shrimp, mollusks...; on the basis of integrating marine aquaculture planning into the general planning of the province, encouraging and attracting businesses to invest in developing marine aquaculture such as cage fish, oyster mollusks, clams, geoducks...
Clearly identifying natural advantages and locating market demand has helped Hai Ha have clear orientations and solutions in restructuring agricultural production. The locality has proactively planned concentrated production areas in all three fields (cultivation, livestock, aquaculture). Up to now, 17 concentrated agricultural, forestry and fishery production areas have been formed in the direction of chain-based commodity production; forming and developing farms and commodity production areas associated with the consumer market; promoting the transfer of application of scientific and technological advances in agricultural production... Thereby, helping to improve production efficiency on each unit of cultivated area, especially promoting strengths and building local agricultural brands. The household economy has shifted from self-sufficiency to commodity production associated with the market, with higher scale and efficiency. In 2024, the production value of the agricultural - forestry - fishery sector in the area is estimated at 1,395 billion VND.
