Graduated from the People's Security University in 2017, Senior Lieutenant Ho Dao was assigned to work at the Investigation Security Department, Provincial Police. In February 2020, he was assigned to work at the Ba Cum Nam Commune Police, Khanh Son District. No matter what position he holds, he is always responsible and devoted to his duties. Ba Cum Nam is a particularly difficult mountainous commune with the majority of the population being Raglai ethnic people, with limited legal awareness, but he always sees it as a challenge, as well as an opportunity for him to grow and contribute.

Sticking to the motto "Close to the people, understand the people to work, serve the people well", right from the first days of coming to the commune, Senior Lieutenant Ho Dao regularly worked closely with the grassroots, grasped the thoughts and feelings of the people. From there, he advised the local Party Committee and government on many effective measures, contributing to ensuring security and order in the area. He also spent a lot of time with the communal police to research and build the model "24 hours with the people". The program is a combination of legal education and propaganda work and a series of meaningful social charity activities taking place throughout the day such as: Visiting and giving gifts to people with revolutionary contributions, prestigious people among ethnic minorities; repairing houses for people in difficult circumstances; organizing free meals and giving gifts to students; building zero-dong cabinets; Organizing cultural and artistic exchanges, sports... In which, legal propaganda is carried out in many diverse, lively and attractive forms, attracting many participants.
Up to now, the Commune Police have organized 4 programs "24 hours with the people". Through the program, many legal knowledge has been disseminated to the people such as: Be alert to crimes in cyberspace, protect children in cyberspace, ring the golden bell contest to learn about legal knowledge on traffic safety, prevent and combat domestic violence..., attracting thousands of participants. In addition, the Commune Police also coordinated with departments, branches and organizations to support house repairs for 2 households in difficult circumstances; coordinated with benefactors to cook more than 1,000 free meals and give more than 1,000 gifts to students... According to Mr. Pham Van Han - Chairman of the People's Committee of Ba Cum Nam Commune, in the past time, the program "24 hours with the people" has created a very wide spread, contributing to raising legal awareness for people in the area. At the same time, through that, the relationship between the regular police and the people becomes increasingly closer, creating momentum for maintaining security and order and social safety.

From a commune police officer, in August 2024, Senior Lieutenant Ho Dao was appointed by the Provincial Police Director as Deputy Chief of Ba Cum Nam Commune Police. Notably, in early March, Senior Lieutenant Ho Dao was honored to be one of 80 outstanding young faces of the national police force to receive a certificate of merit from the Minister of Public Security for his outstanding achievements in ensuring security and order at the grassroots level in 2025; and was awarded the title "Young Police Officer of Communes, Wards, and Towns with Outstanding Achievements in Ensuring Security and Order at the Grassroots Level in 2025" by the Ministry of Public Security.
