Accordingly, Hai Duong strives to have at least 20% of commune-level governments meeting level 1 standards of "Friendly Government, serving the people" by 2024. In 2025, at least 20% will meet standards above level 1. In 2026, at least 50% of commune-level governments will meet standards above level 1 and have units meeting level 4 standards (the highest level) of "Friendly Government, serving the people" .
In the period of 2027 - 2030, the province will maintain a rate of at least 90% of commune-level governments meeting the standard of "Friendly Government, serving the people". Units strive to raise the standard level, with at least 70% of governments meeting the standard above level 1, with some units meeting the standard level 4.
According to the project, the friendly and people-serving commune, ward and town government includes 5 criteria: public and transparent operations; building the image of exemplary, responsible and friendly leaders of Party committees and governments; building a team of responsible, friendly and dedicated commune-level cadres and civil servants; civilized, friendly, green, clean and beautiful working offices; implementing a number of contents to enhance the closeness and friendliness between the people and the government.
Based on the criteria, the People's Committee at the commune level annually self-evaluates and scores the implementation results; before December 31st of each year, the People's Committee at the district level organizes the appraisal of the results of the People's Committee at the commune level. Based on the appraisal results, in January of the following year, the People's Committee at the district level decides to recognize the commune level as meeting the standards at each level.
By the end of June 2024, Hai Duong has 12 district-level administrative units and 235 commune-level administrative units (including 178 communes, 47 wards, and 10 towns).
The standard levels of "Friendly Government, serving the people" include: Level Level 1 when the score is from 80 to below 85; level 2 when the score is from 85 to below 90; level 3 when the score is from 90 to below 95; level 4 when the score is from 95 to 100. Not qualified when the score is below 80.
