Concluding the meeting, Comrade Do Duc Hong Ha, Vice Chairman of the National Assembly’s Judicial Committee, acknowledged and highly appreciated the province’s achievements in the work of temporary detention and temporary imprisonment; at the same time, he said that these results were better than those of the units the delegation had previously supervised.
The Vice Chairman of the National Assembly's Judicial Committee requested the Provincial Police and the Provincial People's Procuracy to urgently revise and complete the report according to the opinions of the members of the working delegation.
The opinions and recommendations on improving the law from the Provincial Police and the Provincial People's Procuracy need to be more specific, such as the content of the document, the reasons and how to edit it to suit the practical work. The recommendations can be expanded to a number of other related documents to both meet the work tasks and ensure the rights and interests of people in temporary detention.
Comrade Do Duc Hong Ha noted that the reports should have separate appendices for each content and issue so that the Supervisory Team has a specific basis for giving opinions to relevant levels and sectors to resolve issues such as human resources, equipment, facilities, policies and regimes for officers and soldiers on duty. Central agencies and leaders of Hai Duong province should continue to pay more attention to the work of temporary detention and temporary imprisonment, promptly reporting to superiors to resolve difficulties and problems.
Speaking at the meeting, Mr. Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, requested the Provincial Police and the Provincial People's Procuracy to seriously follow the instructions of the Head of the Delegation and members of the monitoring delegation. The agencies need to carry out the management of detainees and prisoners in accordance with regulations, ensuring absolute safety, security and order.
The provincial police should promptly report to the province to have policies to support the construction of temporary detention facilities at the district level that are not yet guaranteed. Detention and temporary detention facilities at all levels should create maximum conditions for detainees and prisoners to have access to lawyers.
Mr. Le Van Hieu also noted that units need to have effective solutions to improve the quality of propaganda, education, and rehabilitation so that detainees and prisoners strictly comply with the law and become good citizens after returning to the community. The Provincial People's Procuracy has done a good job of supervising detention and temporary imprisonment, contributing to improving the quality and effectiveness of this work.
At the monitoring session, the Provincial Police and the Provincial People's Procuracy had many proposals and recommendations for Government agencies to advise and propose budget allocation to ensure the operations of the provincial and district-level detention and temporary detention management and enforcement agencies; the Ministry of Public Security is interested in implementing the plan to relocate and build a new Provincial Police Detention Center headquarters to ensure operating conditions according to the policy of the Provincial People's Committee; invest in funding to build, repair and upgrade detention facilities to ensure scale and safety according to regulations; synchronously equip technical means according to the list to serve detention, investigation and professional activities...
The units also proposed to open training courses and professional development courses to improve the qualifications of officers and soldiers; supplement the staff, especially those who have undergone specialized training in the force system; increase special allowances so that officers and soldiers can work with peace of mind; amend and supplement a number of regulations related to temporary detention and temporary imprisonment...
On the same morning, the delegation conducted field supervision at the Provincial Police Detention Center and the Hai Duong City Police Detention Center.
According to the report of Hai Duong Provincial Police, in the period of 2021-2023, the whole province had a total of 3,087 people detained and 6,111 people temporarily detained. Detention facilities organized for 1,991 people detained and temporarily detained to meet their relatives and receive gifts.
