Ha Tinh focuses on training and fostering cadres at all levels

In order to contribute to building a team of cadres to meet the requirements of tasks in the new context, Ha Tinh always pays attention to training and fostering cadres at all levels.

Developing high-quality human resources; building a team of cadres at all levels with sufficient qualities, capacity, prestige, dynamism, creativity, daring to think, daring to do, daring to take responsibility, for the development of the province is one of the three breakthrough tasks identified by the 19th Provincial Party Congress, term 2020 - 2025.

The 19th Provincial Party Congress, term 2020 - 2025, identified developing high-quality human resources as an important task.

Implementing the resolutions of Party congresses at all levels, in the first year of the term, the Provincial Party Committee issued Resolution No. 03-NQ/TU dated July 15, 2021 on building a team of cadres under the management of the Provincial Party Committee, especially members of the Provincial Party Committee with sufficient qualities, capacity and prestige, equal to the tasks until 2030 and the following years.

Resolution No. 03-NQ/TU emphasizes the viewpoint: “Cadres are the decisive factor for all victories of the revolutionary cause. Cadre work is the “key” of “keys” in the work of building the Party and the political system. Building a contingent of cadres is an investment for the long-term, sustainable development of the province. Therefore, it is necessary to regularly pay attention to building a contingent of cadres”.

At the same time, the province also issued Regulation No. 02-QC/TU, dated March 28, 2022 on training and fostering of cadres, civil servants and public employees; annually, it issues a plan to train civil servants and public employees...

Accordingly, since the beginning of the term, the province has sent 208 cadres to attend advanced political theory training courses; organized 18 intermediate political theory training courses with more than 1,000 students; sent 149 comrades to attend Party building training courses and knowledge updating courses according to cadre titles; sent 50 comrades to attend national defense and security knowledge training courses for subjects 1 and 2.

Opened 2 training courses for department-level leaders and managers according to Decree No. 101/2017/ND-CP of the Government with 325 students; trained 996 comrades in the specialist level and 212 comrades in the senior specialist level; organized professional training courses for nearly 50,000 cadres.

Organized 3 training courses to update knowledge for leaders and managers (for positions: Party Secretary, Deputy Party Secretary, Chairman of People's Committee of communes, wards and towns with 626 participants).

Most recently, the Provincial Party Committee coordinated with the Ho Chi Minh National Academy of Politics to organize a training course to update knowledge for members of the Provincial Party Committee and cadres planned to be members of the Provincial Party Committee for the 2020-2025 and 2025-2030 terms.

The training course to update knowledge for the position of Party Secretary of communes, wards and towns will take place in July 2023.

The courses have contributed to supplementing knowledge of political theory, leadership and management science, helping students practice skills, working methods and sense of organization and discipline. From there, helping cadres at all levels apply knowledge to planning, organizing implementation and analyzing policies, solving situations in localities and units, contributing to improving leadership capacity, practical direction, promoting socio-economic development, building cultural life and ensuring national defense and security in localities.

Standing Deputy Secretary of the Party Committee of Cuong Gian Commune (Nghi Xuan) Tran Thi Thuy - a student who participated in the training course shared: "By participating in the course, I was updated with new knowledge and information and learned in-depth topics on Party building, administrative reform, digital transformation... The class is also an opportunity for us to exchange experiences in leadership and direction in performing tasks".

Not only at the provincial level, training and fostering work is given special attention by localities. Standing Deputy Secretary of Vu Quang District Party Committee Nguyen Thieu Quang said: “One of the three breakthroughs for the 2020-2025 term identified by the District Party Committee is to build a contingent of cadres at all levels with sufficient qualities, capacity, and prestige to meet the requirements of tasks in the new period. In order to improve the professional qualifications and political theory level of cadres and party members, training and fostering work is of interest to Vu Quang District Party Committee. The District Party Committee has issued a system of leadership and direction documents; at the same time, it has developed an annual training and fostering plan.

Thanks to that, since the beginning of the term, the whole district has organized 162 training and development classes for nearly 23,000 participants. In addition, the district has seriously organized the study and dissemination of new policies, guidelines, and conclusions of all levels to cadres and party members...

At the opening ceremony of the training course for members and planning members of the Provincial Party Committee, Provincial Party Secretary Hoang Trung Dung emphasized: Studying political theory, updating and supplementing new knowledge is the responsibility, obligation, right, and regular work of every cadre and party member. The training courses are also the concretization of the regulations of the Politburo and the Secretariat on training and fostering cadres; at the same time, it also concretizes one of the three breakthrough tasks set forth by the Resolution of the 19th Provincial Party Congress, because training and fostering is an important step in cadre work.
