Hanoi approves investment policy for 1 billion USD financial center tower

On January 10, the Steering Committee of Program No. 03-CTr/TU of the Hanoi Party Committee on "urban embellishment, urban development and urban economy for the period 2021 - 2025" (Program No. 03) held a conference to review the implementation results in 2023 and deploy key tasks in 2024.

At the conference, Director of Hanoi Department of Construction Vo Nguyen Phong said that up to now, 4 major targets of Program No. 03 have been completed and basically completed.

Specifically, 3 commercial centers have been completed: Vin Ocean Park in Gia Lam District, Vinsmart City in Nam Tu Liem District, Lotte Mall in Tay Ho District. The target has been completed with 4 spaces and walking streets, including: urban area South of Ring Road 3 - Bitexco; walking space around Son Tay ancient citadel; walking - cultural space in Tran Nhan Tong street and vicinity, flower garden, walking street around Thien Quang lake; night food street of Ngoc Island - Ngu Xa.

Currently, the Steering Committee is continuing to urge the acceleration of the completion of: the service business area, Ngoc Khanh Lake walking street; continuing to implement the project to expand the walking space in the Hoan Kiem Lake area.

In particular, with the target of implementing investment in building a financial center tower, up to now, the financial center tower located in the smart urban area north of the Red River has been approved for investment in Decision No. 6630/QD-UBND; the total estimated investment is about 1 billion USD.

Regarding the target of implementing investment in the construction of 2-3 new urban areas in the direction of smart cities, Mr. Tuan said that the new urban area of ​​Tay Mo - Dai Mo (Nam Tu Liem District) has been basically completed; the detailed planning has been locally adjusted and the investment policy for the smart city project is being adjusted; and the progress of the Dong Anh urban area project is being urged to be accelerated.

In addition, the Steering Committee of Program No. 03 is making efforts to direct the completion of 10 other targets and is likely to complete them by 2025, such as: completing the investment project to build districts into districts by 2025 for 5 districts: Hoai Duc, Dong Anh, Thanh Tri, Gia Lam, Dan Phuong; completing the construction of a specific policy mechanism framework project to promote the progress of renovation and reconstruction of old apartment buildings in the city; planting 500,000 new urban trees (out of a total of 3.5 million new trees planted in the whole city)...

In his concluding remarks at the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Ngoc Tuan, Head of the Steering Committee for Program No. 03, commended the members of the steering committee for their high sense of responsibility, determination, and closeness to work...

Regarding the tasks in the coming time, Mr. Tuan requested departments, branches and localities to review all targets and tasks, especially those that are still difficult, to resolutely implement. In particular, focusing on the following tasks: burying power lines on the streets; urban beautification; urging to speed up the progress of urban railway projects; wastewater treatment; renovating old apartments...

Previously, in November 2023, the announcement of the implementation of the North Hanoi Smart City project took place in Dong Anh District. The project was officially implemented in 3 communes of Dong Anh District with a total investment of about 94,348 billion VND, expected to become a new symbol of Vietnam - Japan friendship.
