The Hanoi Department of Home Affairs has just proposed to the Party Committee of the City People's Committee a plan to merge the Department of Transport and Construction (named the Department of Construction), while the Department of Planning and Architecture (QHKT) will remain the same as the current model.
Director of Hanoi Department of Home Affairs Tran Dinh Canh has just submitted a document to the Party Committee of the City People's Committee on adjusting the plan to reorganize the apparatus of departments under the government sector.
Hanoi Department of Home Affairs said that the adjustment of the arrangement plan compared to before is to unify with the general direction of the Central Government regulating the functions of specialized agencies under the People's Committees of provinces and cities.
Accordingly, the Department of Home Affairs proposed the Party Committee of the Hanoi People's Committee to reorganize the apparatus for 13 departments and branches including: Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Science and Technology; Culture and Sports; Education and Training; Health; Inspectorate; Office of the City People's Committee; Ethnicity and Religion; and Tourism.
In the latest document, the Department of Home Affairs proposed that the Party Committee of the Hanoi People's Committee implement the direction of the Government Steering Committee, merging the Department of Transport and the Department of Construction. After the arrangement, the new department will be called the Department of Construction. The Department of Planning and Investment will retain its current model.
For specialized departments under the People's Committees of districts, the Hanoi Department of Home Affairs proposed to implement and reorganize the apparatus for 9 departments and specialized agencies.
Agencies under the district and county government include: Office of the People's Council and People's Committee at the district level; Inspectorate; Department of Justice; Department of Culture, Science and Information; Department of Finance - Planning; Department of Agriculture and Environment; Department of Home Affairs; Department of Health; Department of Education and Training.
In addition, the Hanoi Department of Home Affairs also proposed to merge the Department of Industry and Trade and the Department of Urban Management into the Department of Economy, Infrastructure and Urban Affairs in accordance with the direction of the Government Steering Committee.
According to the document in early January 2025, the Hanoi People's Committee proposed to keep the Department of Transport, and at the same time, based on the summary of Resolution 18 and the decisions of competent authorities, to review and rearrange the Department of Construction and the Department of Planning and Investment.
