Hanoi commits to the completion date of the "most expensive road on the planet"

The Ring Road 1 project, Hoang Cau - Voi Phuc section, passing through Ba Dinh and Dong Da districts, has been behind schedule for many years.

On the morning of December 11, continuing the 20th session, the Hanoi People's Council held a question-and-answer session on a number of "hot" issues of the city. Speaking at the question-and-answer session, delegate Nguyen Quang Thang (Long Bien) said that the Ring Road 1 project, Hoang Cau - Voi Phuc section, passing through Dong Da and Ba Dinh districts, is the final section of Ring Road 1 and is very important for inner-city traffic, and is prioritized for investment in the 2021-2025 period.

According to the delegate, the project is of great importance to the city's socio-economic development. At the 14th session of the Hanoi People's Council in November 2023, the leader of the Hanoi People's Committee committed that the project would be completed this year, at the latest in early 2025. The delegate asked the Director of the Civil Works Project Management Board to inform him of any problems in the project implementation, which agencies are involved, the progress of the project implementation, when will it be completed and handed over for use? Delegate Thang also asked the Chairman of the Dong Da District People's Committee and the Chairman of the Ba Dinh District People's Committee to inform him of the project's site clearance situation, difficulties and obstacles, proposed solutions, and completion progress? Responding to this issue, Mr. Dong Phuoc An, Director of the Hanoi Civil Works Construction Investment Management Board, admitted that the progress of the Ring Road 1 investment project has not met the requirements. According to Mr. An, the project is expected to be completed this year, however, there are many difficulties in the process of implementing the project's site clearance. Mr. An said that according to the latest plan, site clearance in Ba Dinh district will be completed in the first quarter of 2025, and Dong Da district in the second quarter of 2025. "We have instructed contractors to always be ready, and to start construction immediately once the site is available. If the site clearance is on schedule, we will complete the project in 2025," said Mr. An.

According to Mr. Ta Nam Chien, Chairman of the People's Committee of Ba Dinh District, the land management process many years ago was lax, leading to complications in site clearance. Mr. Chien said that in terms of policy mechanisms, the problems under the 2014 Land Law have just been resolved by the city, but there are problems under the 2024 Land Law. The district has reported to the city for direction on this issue. To date, Ba Dinh District has paid 667/1,334 cases. The final plans are being publicly posted. Ba Dinh District committed to handing over the site in January 2025. Meanwhile, Mr. Le Tuan Dinh, Chairman of Dong Da District, said that the district has 643 cases of counting and recovery and has paid for 100 cases. According to Mr. Dinh, the Ring Road 1 project is the most difficult project of the city and the whole country. The Hoang Cau - Voi Phuc section of Ring Road 1 is 2.2km long, with a total investment of more than VND7,200 billion. Of which, the cost of site clearance is VND5,800 billion, the cost of road construction is VND636 billion. The project must clear the land of more than 2,000 households in Ba Dinh and Dong Da districts.
