Hanoi - Ca Mau share experiences in implementing digital transformation in Party agencies

On the afternoon of March 20, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, The Head of the Steering Committee for Digital Transformation of Party Agencies and Mass Organizations of Hanoi City chaired and worked with the Working Group of Ca Mau Province on the implementation of the Project on Digital Transformation of Party Agencies in Decision No. 204-QD/TU dated November 29, 2024 of the Central Party Secretariat.

Attending the reception and working session with the Delegation, on the side of Hanoi city, there were comrades: Head of the Organization Committee of the City Party Committee Ha Minh Hai, Vice Chairman of the City People's Council Pham Qui Tien, Chief of the Office of the City Party Committee Tran Thanh Ha, and representatives of leaders of relevant units.

On the side of the Ca Mau Provincial Delegation, there were comrades: Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien; Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Ho Trung Viet; Vice Chairman of the Provincial People's Council Phan Hoang Vu and representatives of relevant units.

Promoting digital transformation throughout the Hanoi City Party Committee

Reporting on some results of digital transformation implementation at the Hanoi Party Committee, Chief of the Office of the Hanoi Party Committee Tran Thanh Ha said that immediately after the Politburo issued Resolution No. 57-NQ/TU and Decision No. 204-QD/TU of the Secretariat, the Hanoi Party Committee issued Directive No. 42-CT/TU dated January 23, 2025 on continuing to promote digital transformation throughout the Hanoi Party Committee. At the same time, building and developing a smart capital and effectively implementing the digital transformation project in Party agencies.

In particular, the Standing Committee of the City Party Committee requested Party committees at all levels, the government, the Fatherland Front and socio-political organizations in the whole city to focus on leading, directing and effectively implementing key tasks and solutions, including strengthening the leadership and direction of Party committees in digital transformation.

At the same time, the city effectively implemented the Digital Transformation Project in Party agencies; promoted propaganda work, raised awareness; built a team of highly qualified experts to advise and implement digital transformation; strengthened inspection and supervision of digital transformation work in agencies and units...

The Standing Committee of the City Party Committee established a Steering Committee on the implementation of Resolution No. 57-NQ/TU, headed by the Secretary of the City Party Committee; a Steering Committee for digital transformation in Party agencies and mass organizations in Hanoi, headed by the Standing Deputy Secretary of the City Party Committee...

In March 2025, Steering Committee 57 held its first meeting to discuss and give opinions on many important contents; issued Working Regulations, announced the assignment of tasks to each member of the Steering Committee; issued an Action Plan to implement Resolution No. 57-NQ/TU; and identified key tasks to be implemented in 2025 and the following years.

Regarding implementation results, based on the contents of the Digital Transformation Project in Party agencies issued under Decision No. 204-QD/TU, the Office of the City Party Committee has researched and advised the Standing Committee of the City Party Committee to issue Decision No. 8258-QD/TU dated February 25, 2025 on the list of digital transformation applications shared at 3 levels in Party agencies, government, Fatherland Front and socio-political organizations of Hanoi city.

In addition, on March 14, 2025, based on the proposal of the Hanoi Party Committee, the Central Party Office issued Official Dispatch No. 13776-CV/VPTU on notifying the opinion of the Head of the Steering Committee for Digital Transformation in Party Agencies on the proposal of the Hanoi Party Committee. Accordingly, the Hanoi Party Committee was assigned to preside over and coordinate with relevant units to build and integrate public services of the Party onto the National Public Service Portal. Initially, it will be put into use in May 2025, including procedures for collecting and paying Party fees, procedures for two-way Party activity confirmation papers, procedures for transferring individual Party activities, and procedures for transferring Party activities between Party organizations in the city.

Digital transformation is a key task

Speaking at the meeting, Standing Deputy Secretary of Ca Mau Provincial Party Committee Nguyen Duc Hien shared that in the process of implementing Decision 204-QD/TU, the province encountered some difficulties and problems, so he wanted to listen, exchange and learn about digital transformation work in the Party agencies of the Hanoi Party Committee.

After listening to the reports and documents, Comrade Nguyen Duc Hien expressed his impression of the contents that Hanoi has implemented related to digital transformation work in the Party. Based on the contents that Hanoi has implemented, Comrade Nguyen Duc Hien hopes to receive experience sharing with the province during the implementation process.

At the meeting, representatives of the units' leaders discussed and agreed on the need to strengthen the leadership and direction of Party committees in digital transformation, considering digital transformation as a key task to improve the quality and effectiveness of political tasks and Party building work at agencies and units.

Delegates also said that it is necessary to focus on building mechanisms, policies, and investment portfolios to prioritize investment in the fields of science, technology, innovation, and digital transformation. In particular, it is necessary to focus on propaganda, change, and raise awareness of digital transformation in Party agencies, creating changes in the actions of Party committees at all levels and each Party member to promote digital transformation.

Building and integrating public services of the Party

Concluding the working session, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong reviewed the outstanding results of digital transformation in Party and government agencies of Hanoi in recent times.

Specifically, the city has effectively deployed the software application "Electronic Party Member Handbook" and the Digital Capital Citizen application (iHanoi). In particular, the iHanoi application has been very effective after nearly 2 years of implementation, with the participation of more than 5 million people. This is not only an application that provides many utilities and official information of the city, but also helps to promptly bring people's reflections and recommendations to the city's leaders; helping units and localities have more tools to lead, direct, and manage cadres and civil servants more effectively.

"These applications are important in creating the foundation for building digital government and digital citizens of the capital," emphasized comrade Nguyen Van Phong.

Comrade Nguyen Van Phong also shared the initial results of digital transformation work in the Party. In particular, the Hanoi Party Committee presided over and coordinated with relevant units to build and integrate the Party's public services onto the National Public Service Portal. In the immediate future, procedures for collecting party fees, procedures for confirming two-way party activities, and procedures for transferring party activities for individuals and between party organizations in the city will be put into use in May 2025.

The Standing Deputy Secretary of the City Party Committee said that digital transformation has only a starting point and no end point. Therefore, in directing and leading, the city actively learns from the experiences of localities and drastically implements solutions so that each cadre and party member clearly understands the importance of digital transformation work in the Party, especially effectively implementing Resolution No. 57-NQ/TU and Decision No. 204-QD/TU. In particular, focusing on operating shared software effectively to avoid waste.

“Hanoi City is willing to share effective practices in the past regarding digital transformation within the Party with Ca Mau Province. Thereby, contributing to improving the effectiveness of the Party’s leadership and direction as well as building a truly streamlined, effective and efficient government system at all levels,” emphasized Comrade Nguyen Van Phong.
