In many areas in Ha Long City, illegal dumping of construction waste often occurs. In order to prevent this situation, at the end of 2024, Ha Long City proactively reviewed and selected locations for storing construction solid waste in accordance with the construction planning and land use planning orientation.
Passing through the Cao Xanh - Ha Khanh B Urban Area (Ha Khanh Ward), it is not difficult to see piles of garbage and waste surrounding and piling up. This has made the urban area increasingly messy and polluted. Not only construction waste and household waste, but also a lot of hazardous waste and solid waste such as glass, glass, broken batteries, etc. are dumped haphazardly. Meanwhile, according to the provisions of the Law on Environmental Protection 2020, these types of waste must undergo strict collection and treatment procedures to protect the environment.
In recent years, although the investor of Cao Xanh - Ha Khanh B urban area has hired security guards, due to the large area, interconnected roads and subjects often taking advantage of the dark and early morning to transport waste to dump, prevention is very difficult. On average, every 2 months, the company has to rent excavators, cars, and clean up the waste, which costs about 20 million VND, and 120 million VND/year.
However, everything is still just a drop in the ocean, because as soon as the garbage is cleared, new piles of garbage appear. This situation also occurs similarly in Cai Lan Industrial Park, urban areas without many houses and vacant lots in residential areas... The blatant and increasing dumping has damaged the urban landscape and caused many consequences in the management of solid waste and construction waste in the city.
To limit this situation, the city's functional forces and local authorities regularly patrol and control; and punish many subjects who illegally dump waste. However, the matter has not been completely resolved because all cases when discovered and punished are also upset, saying that illegal dumping is a "force majeure" story when they do not know where to take the waste and scrap to dump.
In response to the urgent needs of the people and businesses, the city has agreed to temporarily use 11 locations that have been planned for construction solid waste treatment areas and 1 public green space planning location as temporary storage locations for construction solid waste, soil, sludge from excavation, dredging of topsoil, clearance, construction waste, soil, loose rock... surplus from construction activities.
Specifically: At the Solid Waste Treatment Area of Hoa Binh Commune; Dong Giua Village, Son Duong Commune; Village 2, Dan Chu Commune; Village 1, Quang La Commune; Bang Anh Village, Tan Dan Commune; Dong Son Commune has 3 locations (Phu Lien Village, Tan Oc 1 Village, Khe Can Village); Dong Lam Commune has 2 locations (Dong Quang Village, Dong Tra Village); Ky Thuong Commune has 2 locations (Khe Phuong Village, Khe Tre Village); at Bai Cat Village, Vu Oai Commune; Thac Cat Village, Hoa Binh Commune; Group 55, Zone 6B, Ha Phong Ward; Village 3, Bang Ca Commune.
Along with the above locations, Ha Long City has developed a plan to receive and store excess materials at the planned location of the Construction Solid Waste Treatment Area in Hoa Binh Commune. At the same time, the City Public Service Management Board is assigned to arrange forces to manage and supervise the gathering and storage according to the receiving plan; promptly detect units and project owners who have been assigned a gathering and storage site but have not fully implemented the contents according to the gathering and storage plan and request to stop transporting and gathering at the storage area. Wards, communes and functional forces are responsible for strengthening inspection and closely monitoring the implementation of socio-economic development projects in the area, ensuring economical use of resources according to the circular economic model and taking full responsibility for management work, absolutely not allowing illegal exploitation and use of minerals, not allowing violations of the law, corruption, negativity, "group interests", waste.
Mr. Tran Manh Hung, Head of the City's Department of Natural Resources and Environment, said: According to Article 64 of the Law on Environmental Protection 2020, the Provincial People's Committee regulates the collection, transportation, and treatment of construction solid waste and planning of waste disposal sites from construction activities; sludge from septic tanks, cesspools, and sludge from drainage systems. Therefore, the city proposes that the Provincial People's Committee soon issue regulations so that localities have a basis to collect fees from units, organizations, and individuals in the process of receiving and storing excess materials and arranging forces for supervision and management.
