The Binh Sa - Binh Hai bridge project (Tay Giang bridge) was approved for investment by the People's Committee of Quang Nam province in Decision No. 3878/QD-UBND dated December 29, 2021; the investor is the People's Committee of Thang Binh district with an approved estimate of more than 203 billion VND.

The Urban Project Management Board of Thang Binh district said that the project has a total of 277 land plots requiring site clearance (GPMB) (Binh Sa: 194, Binh Hai: 83). Currently, 246 land plots have approved compensation plans, of which 238 land plots have received money and handed over the site; 8 land plots have not received money and handed over the site.

The district has handed over the site to the construction unit for the approach road with a length of 2.711km/2.9762km and the abutments and piers of bridges M1, M2, T4, T5, T6, T7 and T8. By the end of November, the construction progress on the new project had reached a volume of about 31.53 billion VND.

According to the reporter's report, Minh Khang Construction Services Co., Ltd. is focusing on implementing bored piles, bridge girders and making foundation pits. The volume of the items has reached about 50%. At the same time, the contractor is also proactively making road surfaces to transport materials and machinery.

As for the access road, Construction Joint Stock Company 545 mainly carried out construction in Binh Hai commune. However, in general, the construction volume is still not much, even the labor and machinery are limited.

According to the representative of the contractor consortium, the project was officially started in October 2023 but it was not until June 2024 that progress could be accelerated.

The project is stuck with land acquisition, there is no road system to move machinery and gather materials. The unit has to proactively dump soil, block the river and open roads to launch the route. Therefore, the construction volume is still slow, not as expected.

Avoid building a bridge without a road

The Urban Project Management Board said that there are 8 plots of land that have approved plans but have not received money and have not handed over the land. Of these, 2 aquaculture plots of land belonging to Mr. Nguyen Van Anh are not eligible for compensation and have been decided to reclaim the land but have not handed over the land. The district has asked the People's Committee of Binh Sa commune to continue to mobilize households to hand over the land.

There are 31 land plots that have not yet approved compensation and resettlement support plans. Typically, 3 land plots are related to resettlement arrangements for the households of Mr. Trinh Van Thang, Trinh Van Ngu and Hoang The Anh; 1 land plot has a land use right certificate recognizing residential land before December 18, 1980, must be inherited, the certificate canceled, and the residential land limit recognized again, but the households have not yet agreed; 27 land plots have had meetings to consider the origin of the land.

Mr. Nguyen Kim Tu - Chairman of Binh Hai Commune People's Committee said that the bridge site clearance work is basically enough for the contractor to construct. However, the road system is still stuck with about 20 plots of land and 235 graves. The locality is coordinating with the parties to pay and mobilize. The project during the construction process also affects the house architecture of 6 households. The commune government has coordinated with the contractor, investor and insurance company to work and agree on appropriate construction methods.

According to Ms. Phan Thi Nhi, Vice Chairman of the People's Committee of Thang Binh district, the project's site clearance work still faces many difficulties, especially for households involved in aquaculture. Specifically, the project affects 3 cases of aquaculture but the land is not eligible for compensation. One case in Binh Sa commune has filed a lawsuit and the People's Court of Quang Nam province has rejected the lawsuit. The district People's Committee has directed the People's Committee of Binh Sa commune and related sectors to continue to meet, propagate and mobilize households to agree and hand over the site.

The district also focused on directing the construction of Tay Giang New Rural Residential Area and required the contractor to complete the construction in the first quarter of 2025 to serve the resettlement arrangement for 3 households affected by the project.

On December 6, 2024, the District People's Committee issued Directive Document No. 2940/UBND-BQL to assign tasks and work to each unit, striving to soon complete and hand over 100% of the site.

Mr. Vo Van Hung, Chairman of the People's Committee of Thang Binh district, affirmed that the locality will urge the site clearance work to avoid the situation where the bridge is completed but there is no access road for people to use. Currently, Binh Hai commune has basically met the site clearance progress, Binh Sa commune is still stuck with the resettlement land. "The project is determined to close the joint in July 2025 to celebrate the 22nd District Party Congress" - Mr. Hung said.
