On the Quang Ngai - Hoai Nhon expressway section through Quang Ngai province, along the main route of the project, the remaining problems since the end of October related to the lighting pole system, telecommunication cables, etc. have basically been resolved.
The contractor has brought mechanical equipment and manpower to the construction site.
The location of the intersection of the road leading from the highway to National Highway 1 through Nguyen Nghiem ward, Duc Pho town still has some new additional land locations.
At the intersection with Provincial Road 623B, which was once considered a bottleneck, most of the electric poles and power lines have been removed. The clean site has been handed over to the contractor to carry out the construction.
Although it is the rainy season, the construction of the overpass abutments, water channels, connecting roads, etc. is still actively underway.
However, some problems that have arisen and old problems have not been completely resolved. For example, the construction of the irrigation canal to restore the construction was not continuous due to obstruction by households.
At the section passing Km 5+100, although the contractor has constructed the roadbed and completed the K95 foundation, there is still a power line behind the meter of Tien Thang General Livestock Trading and Service Company Limited lying across the project.
A representative of the Quang Ngai Traffic Construction Investment Project Management Board said that most of the problems have been resolved. The remaining problems are mostly people who have received compensation but are obstructing or are still complaining.
The power line behind the meter at Km 5+100 through Hanh Thuan commune, Nghia Hanh district has not been relocated yet.
In addition, during the project implementation, due to the need to add more access roads, residential roads, flood control solutions, rest stops, auxiliary works, etc., the area requiring compensation and site clearance increased by more than 23 hectares. To date, only about 12% has been cleared.
Director of the Quang Ngai Traffic Construction Investment Project Management Board Ngo Van Dung said that the reason for the delay in handing over the site was because only Nghia Hanh district and Duc Pho town had completed determining specific prices for agricultural land. Mo Duc and Tu Nghia districts had not yet completed. As a result, the work of approving compensation plans for the additional area had not made much progress.
The representative of the contractor constructing the Quang Ngai - Hoai Nhon expressway said that after the handover, the units have basically accelerated construction, filling the ground, and building access roads...
The remaining land needs to be handed over to create ventilation during construction, especially at the beginning of the route.
The contractor is focusing on constructing bridges and culverts on the route in the context of the rainy season.
Speaking with Giao Thong Newspaper, Chairman of Tu Nghia District People's Committee Nguyen Dang Vinh said he will work with households and find solutions to ensure the site for contractors to construct and ensure project progress.
"During the construction of the Quang Ngai - Hoai Nhon expressway, if the contractor needs coordination with local authorities, the district will always accompany the contractor and focus on directing the removal of obstacles. Do not let the existence of land affect the national key project," said Mr. Vinh.
Urgently issue land prices as a basis for compensation pricing.
Regarding the additional area that is outside the district-level land use plan, the People's Committee of Quang Ngai province said that it has reported to the Prime Minister asking for approval to adjust and add the inappropriate area to the plan. After receiving the Government's response, the province will completely resolve the problem of the land handover to the contractor.
Director of the Provincial Traffic Construction Investment Project Management Board Ngo Van Dung said that to remove land clearance obstacles, the unit has proposed that the Provincial People's Committee direct localities to promptly issue specific land prices as a basis for calculating compensation prices; promptly approve land use planning to implement site clearance, land recovery, and handover to investors and construction contractors.
It is known that the total land area recovered and cleared for the main route of the Quang Ngai - Hoai Nhon expressway through Quang Ngai province is 494 hectares.
The total number of affected households is 5,743, of which 723 households must be resettled; 5,000 graves must be relocated. Regarding infrastructure, 8 high-voltage 220kV and 110kV lines; 145 medium-voltage 35kV and 22kV lines; 414 low-voltage 0.4kV lines will be relocated.
At a recent meeting regarding key projects and works, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien said that the province has committed to the Central Government on compensation, site clearance and proactively sourcing materials for the construction of the Quang Ngai - Hoai Nhon expressway, so it will focus on implementation.
Quang Ngai province is urgently handling the remaining land issues to hand over to the contractor, especially the additional area.
Accordingly, Mr. Hien requested that sectors and localities must take stronger and more drastic actions to completely resolve difficulties in relocating technical infrastructure works, land, irrigation works, etc.
"The People's Committees of Tu Nghia, Mo Duc and Nghia Hanh districts urgently propagate and mobilize people in the affected areas to hand over the site and not obstruct the construction.
At the same time, speed up the approval of specific land prices, as a basis for approving compensation plans for newly adjusted and supplemented agricultural land areas," Mr. Hien directed.
Quang Ngai - Hoai Nhon Expressway is one of 12 component projects of the North-South Expressway that started construction in early 2023. This is the project with the largest investment capital of up to more than 20,400 billion VND, spanning two provinces, Quang Ngai and Binh Dinh, with a length of 88km.
To date, the project has accumulated about 6,200 billion VND out of a total of more than 13.4 trillion VND in construction and installation capital. In 2024 alone, the capital plan for the construction and installation project is more than 4,000 billion VND, and to date, about 2,800 billion VND has been disbursed, reaching more than 68% of the plan.
