The mountainous border district of Muong Te (Lai Chau) resolutely directed specialized agencies and People's Committees of communes and towns to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, focusing on removing difficulties and obstacles, speeding up the disbursement of public investment capital to effectively implement the Program.
Step by step raise awareness, rise up to escape poverty
Thanks to the effective implementation of National Target Programs, ethnic minorities in the Muong Te border area have gradually raised their awareness and escaped poverty.
In 2023, Chin Thi Thom's family (Nam Cum village, Bum Nua commune, Muong Te district) was supported with a breeding cow from the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas. Ms. Thom happily shared: Thanks to the attention of the Party, the State, and authorities at all levels, her family is very happy to be supported with breeding cows. This is a great motivation to help her and her husband overcome difficulties and escape poverty. Since being supported with breeding cows, her family regularly goes to cut grass, grow corn for cow feed; carry out disease prevention work, and clean barns according to instructions. She hopes that the cows will breed regularly so that the family's economy will become more and more prosperous.

Implementing the National Target Programs, in addition to supporting production development, diversifying livelihoods and replicating poverty reduction models, mainly supporting plant varieties, animal breeds, machinery and equipment, fertilizers, pesticides, etc. for poor and near-poor households, the district flexibly utilizes investment resources to build essential infrastructure works such as: traffic systems, irrigation works, domestic water supply, schools; supporting the elimination of temporary houses for poor and disadvantaged households.
Emphasizing the importance of the 3 National Target Programs, Chairman of the People's Committee of Muong Te Dao district Van Khanh affirmed that the National Target Programs, including the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas, play a great role in the comprehensive socio-economic development, contributing to improving the material and spiritual life of the people, especially people in ethnic minority and border areas.
Although Muong Te district has focused on directing the development of programs, plans and implementation as soon as the budget for the categories was allocated, it has focused on directing the development of programs, plans and implementation. However, in the process of implementing the projects, the district encountered some difficulties in terms of policies and mechanisms, so the issuance of plans was later than the regulations. In some remote areas, the terrain is fragmented and transportation is not convenient, so the implementation process in ethnic minority areas is still slow. In addition, the qualifications of the staff and civil servants at the commune level are limited, lacking knowledge and weak in management skills and project implementation.
The implementation of projects of the National Target Program in Muong Te district is also difficult because some people have the mentality of waiting and relying on the State's support, and have not proactively participated in implementing the projects. Some sub-projects and projects cannot be implemented because they are not suitable for local conditions. Scarcity of seed sources or seed sources that do not ensure legality cause difficulties for projects supporting the development of production according to the value chain and the development of precious medicinal plant growing areas...
Flexible to solve difficulties
According to the Chairman of the People's Committee of Muong Te district, in order to overcome difficulties and effectively implement the National Target Program on Socio-Economic Development of Ethnic Minority Areas, Muong Te district has strengthened its direction and focused on improving training and awareness for cadres, civil servants, public employees and people. The district has proactively developed plans to implement projects suitable to the actual conditions in the area in the spirit of "Flexibility, creativity, direction, focus and key points".
At the same time, the district directed specialized departments and People's Committees of communes and towns to focus on implementing projects right from the first months of the year when capital is allocated to speed up the disbursement of public investment capital; at the same time, strengthen inspection, examination and supervision of the implementation of policies and projects to ensure effectiveness and proper purposes.
According to the report of the Ethnic Affairs Department of Muong Te district, implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, in 2024, the district was assigned 223,408 million VND of total capital plan and 56,197 million VND of capital extended to 2024. As of early July 2024, the whole district had disbursed 35,268 million VND, reaching 15.8% of the plan. Of which, investment capital disbursement was 35,234 million VND, reaching 35.7% of the plan; career capital disbursement was 33 million VND, reaching 0.03% of the plan; disbursement of capital extended to 2024 was 773 million VND, reaching 1.4% of the plan.
Head of the Department of Ethnic Minorities of Muong Te District, Ly Van Khung, said that from the capital source for implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, the unit was assigned to be the investor to implement a number of contents and sub-projects of Projects 1, 9 and 10. Up to now, for Project 1, supporting the purchase of machinery, agricultural tools, and water jars for people with a total capital of 442 million VND, the unit has coordinated with the People's Committees of the communes to review and complete the documents to submit to the District People's Committee for approval of the budget and list, and is expected to disburse to the people in September. With the content of "Inspecting, monitoring, and evaluating the implementation of policies" under Sub-project 2, Project 9, the unit has issued a decision and established inspection teams.
From now until the end of 2024, Muong Te district continues to direct units and localities to uphold the sense of responsibility, focus on overcoming difficulties to implement Projects, Sub-projects, and contents of the National Target Program on socio-economic development in ethnic minority and mountainous areas. Units and localities organize preliminary and final summaries of the Program to evaluate and draw lessons, promptly handle difficulties and shortcomings at the grassroots level; strive to complete the Projects at the highest level by the end of 2024, ensuring the disbursement rate of public investment capital according to the assigned plan targets.
