Teachers at public schools in Hanoi who pilot the ordering of educational service prices will enjoy benefits according to the provisions of Decree No. 73/2024/ND-CP.
On January 24, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that Hanoi City has approved the proposal of the Hanoi Department of Education and Training and the Hanoi Department of Finance on supporting bonuses for teachers according to the provisions of Decree No. 73 of the Government.
Accordingly, teachers working at schools piloting the ordering of educational service prices in the city will have their rights guaranteed according to the provisions of Decree No. 73. It is expected that teachers will receive rewards after the City People's Council meets and passes the resolution.
Decree No. 73 stipulates the basic salary and bonus regime for cadres, civil servants, public employees and armed forces. From July 1, 2024, cadres, civil servants and public employees will enjoy a bonus regime based on work performance and results of annual assessment and classification of task completion.
The annual bonus fund in this regulation is outside the reward fund according to the provisions of the Law on Emulation and Reward and is determined by 10% of the total basic salary fund. This is the first time that cadres, civil servants and public employees have this amount.
However, in early January, more than 500 Hanoi teachers wrote a "letter of intent" requesting city leaders to consider the issue because thousands of public school teachers did not receive the bonus according to Decree 73.
This problem arises from the fact that on December 10, 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are guaranteed by the state budget under the management of Hanoi City.
With this resolution, many teachers in Hanoi, managed by the city, will not be eligible for the benefit. The reason is that educational institutions that are piloting the ordering of educational services from the 2023-2024 school year are classified as self-sufficient regular expenditure units.
Normally, autonomous units have revenue to ensure operations, without using the state budget, depending on the level. However, schools classified as "autonomous in regular expenditure" in Hanoi because they are in the pilot phase are still guaranteed funding by the state.
In order to ensure teachers' rights, the Hanoi Department of Education and Training and the Department of Finance have issued a report and proposed to competent authorities to have a plan to support educational institutions in piloting the ordering of educational service prices.
Then, on January 10, the Director of the Hanoi Department of Education and Training signed Document No. 82/TTr-SGDĐT, sent to the Hanoi People's Committee, requesting to develop a Resolution on updating the cost of implementing the bonus regime according to the provisions of Decree No. 73 of the Government and the cost of additional income according to the provisions of Resolution No. 46 of the City People's Council according to the simplified procedures.
In the 2024-2025 school year, Hanoi has 119 educational institutions under the Hanoi Department of Education and Training and 250 institutions under districts and towns piloting the ordering of educational service prices with thousands of teachers and staff.
