On the morning of August 6, Inspection and Supervision Team No. 2 of the Thanh Hoa Provincial Cooperative Union held a conference to review the inspection and supervision of cooperative activities according to the 2012 Law on Cooperatives. At the same time, it deployed and disseminated a number of new points in the 2023 Law on Cooperatives.
Leaders, heads of departments, staff at the Provincial Cooperative Union and more than 150 delegates from cooperatives of 9 districts attended the conference.
Attending the conference were leaders, officers, employees of the Cooperative Union and more than 150 delegates representing cooperatives in 9 districts: Nhu Thanh, Nhu Xuan, Quang Xuong, Hau Loc, Nga Son, Thieu Hoa, Yen Dinh, Cam Thuy and Ba Thuoc.
As of June 30, 2024, in the 9 districts mentioned above, there were 423 cooperatives (accounting for 31.8% of the total number of cooperatives in the province); including 302 agricultural cooperatives and 121 non-agricultural cooperatives. The cooperatives have focused on implementing the provisions of the 2012 Law on Cooperatives on the number of members, organizational structure and operational activities of cooperatives.
Mr. Le Hong Hai, Vice Chairman of the Provincial Cooperative Union delivered the opening speech at the conference.
Thanks to that, after more than 10 years of implementing the Law on Cooperatives in 2012, awareness of collective economic development (KTTT) and cooperatives in the political system and among the people has been improved. The qualifications of workers in cooperatives have gradually improved, bringing about clear economic efficiency, contributing to job creation, income increase and implementation of poverty reduction programs, and new rural construction.

In addition to the achieved results, the activities of the collective economic sector and cooperatives in 9 districts of Nhu Thanh, Nhu Xuan, Quang Xuong, Hau Loc, Nga Son, Thieu Hoa, Yen Dinh, Cam Thuy, and Ba Thuoc still reveal some limitations. Up to now, 8/423 cooperatives have not converted their operations according to the 2012 Law on Cooperatives, accounting for 57.1% of the total number of cooperatives that have not converted in the whole province. Some localities and commune-level authorities still intervene too much in the activities of cooperatives. Cooperatives are still confused about using and re-issuing tax codes.
In addition, most cooperatives have little capital, outdated production equipment, small production scale, and have not yet built effective linkage chains. Although some cooperatives have re-registered, their operating methods have not changed and have not yet met the regulations of the 2012 Law on Cooperatives...
Conference to deploy some new regulations and points in the Law on Cooperatives 2023.
At the conference, delegates discussed to find out the causes and problems hindering the development of collective economy and cooperatives in the region. At the same time, they agreed on solutions to improve the efficiency of cooperatives in the coming time.
Also within the framework of the conference, Mr. Le Hong Hai, Vice Chairman of the Provincial Cooperative Union, disseminated and implemented a number of new regulations and points of the Law on Cooperatives 2023.
