The Central Propaganda Department has just issued a document on the implementation of the Press Planning and the summary of Resolution 18-NQ/TW to the Party Executive Committees, Party Delegations of ministries and branches; Standing Committees of City and Provincial Party Committees of localities.
In the document, the Central Propaganda Department stated that after nearly 6 years of implementing the National Press Development and Management Plan until 2025 (hereinafter referred to as the Press Plan) according to Decision No. 362/QD-TTg dated April 3, 2009 of the Prime Minister, the work of press development and management planning has achieved many important results. The press has developed in the right direction, performing well its function as the voice of the Party, the State, socio-political organizations, and a trusted forum for the people.

In the context that the country is preparing its position and strength to enter a new era, an era of the Vietnamese people's rise; the Central, local and the entire political system are urgently implementing the summary of Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (hereinafter referred to as Resolution 18), evaluating the results of the implementation of the Press Plan in conjunction with the summary of Resolution 18 at ministries, branches and localities to develop a plan to reorganize the press system to ensure streamlining, effective, efficient and efficient operations is an important, necessary and urgent task.
However, through the practical implementation of the summary of Resolution 18 for the press sector in a number of ministries, branches and localities, especially the plan to merge, consolidate and transfer the functions and tasks of press agencies under the central ministries, branches, provincial Party Committees, People's Committees and local literary and artistic associations, there is still confusion and lack of unity in models and names, with signs of mechanical consolidation.
In order to develop a plan to arrange the press system in a synchronous, unified, scientific manner, meeting the following goals and requirements: arranging the press system to operate effectively, efficiently, and effectively; the press is increasingly professional, humane, and modern; performing well the political functions and tasks of information and propaganda in the new revolutionary period, demonstrating the strong and breakthrough transformation of the revolutionary press when entering a new era, the era of the Vietnamese nation's rise and the historical moment of celebrating the 100th anniversary of the Vietnamese revolutionary press, the Central Propaganda Department requests that leaders of ministries, branches, and central organizations; the Standing Committees of provincial and municipal Party Committees pay attention to leading and directing the following contents.
First of all, conduct research and evaluate the results of the implementation of the Press Plan; place the arrangement of press agencies in the overall summary of the implementation of Resolution No. 18; analyze the achieved results, limitations and shortcomings; lessons learned; especially, on the basis of summarizing the practical development of the press in recent years, forecast the information needs, development trends of the press, media, and requirements for information and propaganda work of the locality to determine the necessity, goals, requirements, and tasks of the affiliated press agencies in the coming period, thereby developing a plan for arrangement, selecting appropriate models and names, focusing on investing resources to ensure conditions for the affiliated press agencies to develop and effectively carry out information and propaganda work of the locality. The organization of the apparatus must be associated with improving the quality and efficiency of press activities, improving the professional capacity, expertise, and professional ethics of the staff, reporters, editors, and journalists.
Localities identified by the Central Government as having special factors in economic, cultural and social development, such as Hanoi and Ho Chi Minh City, urgently research and develop plans for press-media complexes or press-media groups... to submit to competent authorities for consideration and appraisal to ensure that they continue to promote the strengths, results and prestige of existing press agencies, while creating favorable conditions in terms of mechanisms, policies and resources to build key press agencies, capable of orienting and mastering the information battlefield on a regional, national and international scale.
The Central Propaganda Department requires that the ideological work of cadres, reporters, editors, and journalists of units that are merging, consolidating, or ending their duties be done well; ensuring the best legal and legitimate rights of journalists when working at the new unit and those affected by the arrangement (if any). Regularly direct, orient, and manage the activities of affiliated press agencies, ensuring that work is not interrupted, suspended, or overlooked because of the arrangement and merger; and that the information and propaganda battlefield in the press is not left empty.
Report the plan and results of the arrangement of the press agencies under the Central Propaganda Department and the Ministry of Information and Communications for synthesis and reporting to competent authorities according to regulations.
