Supervising the management and use of public assets such as houses and land in Quang Tri town

This morning, October 10, the monitoring delegation of the Standing Committee of the People's Council of Quang Tri province, led by Vice Chairman of the People's Council Nguyen Tran Huy, worked with the People's Committee of Quang Tri town on the management, use, and rearrangement of public assets, including houses and land in the area in the period of 2018 - 2024.

Recently, the People's Committee of Quang Tri town has directed agencies, units and organizations to develop regulations on management and use of public assets, including houses and land, to use them effectively, ensuring transparency and compliance with legal regulations; up to now, the updating of houses and land in the public asset management software of the Ministry of Finance has been basically completed.

In the period of 2018 - 2024, the Town People's Committee has completed the plan to rearrange 69 houses and land of agencies, units and organizations in the area, of which 62 facilities will be retained and continued to be used; developed a plan to handle the sale of assets on land and transfer of land use rights for 7 assets, which has been appraised by the Department of Finance and submitted to the Provincial People's Committee for consideration and approval.

In addition, in 2024, the provincial People's Committee decided to hand over 3 housing and land facilities of the units to the local authorities for management. Currently, the town People's Committee is directing relevant units to develop a management and usage plan to submit to the provincial People's Committee for approval.

Regarding business, leasing, joint ventures, and associations of houses and land facilities at public service units, in 2018, the Town People's Committee developed a plan to organize the auction of Thanh Co Guest House for leasing purposes and was approved by the Provincial People's Committee.

At the meeting, the leaders of the People's Committee of Quang Tri town reported on the limitations and difficulties. Especially the process of approving the plan to auction land use rights and assets on land through many stages and many procedures causing difficulties in asset management while waiting for approval...

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested the People's Committee of Quang Tri town to supplement and clarify the establishment and management of records and land use right certificates for houses and land at agencies, organizations and units in the period of 2018 - 2024.

In particular, it is necessary to clearly state how many houses and lands are still lacking land use right certificates and how many houses and lands have been handed over to agencies and public service units for use but have not yet transferred assets and land use rights. At the same time, it is necessary to absorb the comments contributed at the working session to complete a complete and specific report to be submitted to the monitoring team for synthesis.

After the monitoring period, the Standing Committee of the Provincial People's Council will continue to work with the Provincial People's Committee, relevant departments and branches to coordinate in resolving recommendations and proposals from localities and units on the management, use and rearrangement of public assets such as houses and land to maximize the effectiveness of current policies and laws.
