Be alert to the plot of hostile forces to distort the 2013 Constitution amendment

(LĐ online) - The Constitution of the Socialist Republic of Vietnam was passed by the 13th National Assembly, 6th session on November 28, 2013, effective from January 1, 2014. Therefore, this is also known as the 2013 Constitution.

The 2013 Constitution is the result of the inheritance of the Constitutions of 1946, 1959, 1980, 1992 and the institutionalization of the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011). The major amendments were in 1980, 1992, 2013 with a very strict implementation process.

And this time, the study of amending the Constitution to ensure the right principles, when carrying out the revolution of streamlining the apparatus, we must consider and implement the amendment of the 2013 Constitution. Because with the policy and decision to abolish the district level, the Constitution has clearly stipulated the levels of administrative units. Along with amending the Constitution, it is certain that it is necessary to adjust the provisions in the Law on Organization of Local Government, related to administrative levels, levels of government, adjusting the tasks of the current levels of government from 3 levels to 2 levels. These are all important tasks that must be implemented to carry out the revolution of streamlining the apparatus.

However, in recent days, some reactionary organizations such as Viet Tan, VOA Vietnamese, RFA, RFI... as well as some social networking sites of reactionary organizations at home and abroad have continued to use the old tricks, deliberately distorting and falsifying the viewpoints, instructions and orientations of the Party, Government and National Assembly of our country on the study of amending the 2013 Constitution.

First of all, it must be said that the trick that they have been "chewing over and over again" for many years now and this time they have been vigorously launching is "demanding the abolition of Article 4 of the 2013 Constitution". They "shouted": "If the Constitution is amended, will the Communist Party of Vietnam dare to remove Article 4?", "To ensure the people's right to be masters, the new Constitution needs to remove Article 4 of the Constitution", "Amend the Constitution: request to remove Article 4 so that the people have political freedom", "Remove Article 4 of the Constitution so that all people have the right to freely participate in running for and voting"...

These arguments have clearly demonstrated their sabotage plot and in essence this plot is to demand the abolition of the leadership and ruling role of the Communist Party of Vietnam, demand pluralism, multi-party system... Looking at it, we can clearly see that the above statements are baseless, subjective speculation, and a sabotage plot. Abolishing Article 4 of the Constitution of the Socialist Republic of Vietnam will probably be the consistent goal of hostile forces, especially reactionary elements. Therefore, it is necessary to fight and reject their plot in a timely, effective and thorough manner.

Second, they distort that “Amending the Constitution is nothing more than a trick to fool the people” and that asking for people’s opinions on amending the Constitution is just “a time-wasting trick”; and that “the National Assembly is boasting again: asking for people’s opinions to amend the Constitution”; “amending the Constitution will ask for people’s opinions… but no one knows who those people are”; “every now and then they remember that the people still exist, so they release a little information to fool the people, to make the people think that the people still have value, have the right to speak up and contribute opinions to the government”; then they “boast”: “Give it back to my people. Freedom, human rights. The right to see, to hear, to speak. The right to choose the truth of freedom”…

What are the above words really? In fact, they are trying to find every way to sabotage and distort the guidelines, policies and decisions of our Party and State with the unrealistic hopes they have drawn, then deliberately causing disunity within the Party, causing suspicion among the People in order to divide the great national unity bloc.

Pursuant to Article 120 of the 2013 Constitution, which stipulates the amendment of the Constitution:… The Constitutional Drafting Committee shall draft, organize the collection of public opinions, and submit to the National Assembly the draft Constitution.

Obviously, the amendment of the Constitution will require public consultation. It is expected that the amendment of the Constitution will take public consultation for 1 month, and will be summarized in 5 days, with the consultation period taking place in May and June.

According to National Assembly Chairman Tran Thanh Man: In addition to the sessions prescribed by the National Assembly Session Rules, arrange for live television and radio broadcasts on Vietnam Television and Voice of Vietnam for the discussion session in the Hall on amending and supplementing a number of articles of the 2013 Constitution.

Thus, in addition to having their opinions consulted in a very strict, democratic, and objective process, in compliance with procedures and processes, and ensuring that diverse and complete opinions from all walks of life are obtained, all citizens can also follow the discussion session at the National Assembly Hall on amending and supplementing a number of articles of the 2013 Constitution.

This further confirms: There is no such thing as "demagogy" in amending the Constitution and consulting the people's opinions as distorted arguments of hostile forces have inferred in recent days.

The Constitution is the fundamental and very important law of each country and amending the Constitution is to meet the development needs in the new context of the country. The study of the orientation of not organizing at the district level in Conclusion No. 127-KL/TW of the Politburo and the Secretariat is a step in line with the trend of reforming the state apparatus towards streamlining, effectiveness and efficiency, especially when the country is striving to transform itself, entering a new era - the era of prosperous development and happiness.

The amendment of the Constitution to reform the apparatus and build a two-level local government is being carried out urgently, responsibly, and in accordance with procedures and regulations by the Politburo, the National Assembly, the Government, and ministries. Therefore, in the face of the distorted arguments of hostile forces about the amendment of the 2013 Constitution, each of us needs to be extremely vigilant, proactively prevent, and actively fight to promptly stop it, not allowing it to spread into bad public opinion in society and cause confusion among the people.
