On July 3, the third working day of the 17th Session, the Hanoi City People's Council exercised its right to direct supervision through a question-and-answer session.
Regarding administrative reform, delegate Doan Viet Cuong (Dong Anh delegation) asked the Department of Home Affairs about some component indicators in the Provincial Governance and Public Administration Performance Index in Vietnam (PAPI) which are still low and requested solutions in the coming time.
Delegate Nguyen Chi Luc (delegates of Ba Dinh district) reflected that recently, there have been troublesome and harassing officials. "After Directive No. 24 dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline, order and responsibility in handling work in the political system of Hanoi City was issued, what were the results of handling violations of officials?", Mr. Luc stated.

Responding to questions, Mr. Tran Dinh Canh - Director of the Department of Home Affairs said that in recent years, the City Party Committee, People's Council and People's Committee of Hanoi have always paid attention to leadership and direction; the results of implementing administrative reform indicators of Hanoi have had positive changes, highly appreciated by the Central Government.
Explaining the reason for Hanoi's low PAPI ranking, Mr. Canh said that it was due to some of Hanoi's component indexes being low. According to Mr. Canh, there were 4 areas that saw their scores drop, in which Hanoi was the group with the lowest index in environmental governance, which is the responsibility of the natural resources and environment sector.
In particular, the socio-economic development level index and corruption control index decreased by 10 levels compared to 2022, due to a number of cases and incidents being prosecuted and tried in recent years. The responsibility belongs to administrative agencies, especially agencies with individuals and groups violating and being disciplined.
Regarding solutions to continue improving low component indicators, the Director of the Department of Home Affairs said that Hanoi has a plan to continue implementing key tasks in administrative reform, in which it especially emphasizes the requirement to overcome the limited and existing component indicators of the previous year.

Responding to the question of delegate Nguyen Chi Luc, Mr. Tran Dinh Canh said that in 2023, the City Party Committee issued Directive 24 on 6 groups of tasks and specific solutions, requiring all Party committees, authorities, and socio-political organizations from the city to party members to strengthen discipline, order, and responsibility in handling work.
After nearly a year of implementation, the directive has had many positive changes, demonstrated by the good achievement of socio-economic targets in 2023.
Mr. Canh shared that with a large amount of work, inadequate staffing, and slow and late work resolution, the situation is partly due to difficulties in policies and mechanisms; partly due to administrative procedures, responsibilities, and attitudes of civil servants.
To push back the limitations, especially negative ones such as harassment and annoyance, Mr. Canh said that the responsibility first belongs to the Party committees, leaders, heads of agencies and units, especially the heads. In particular, the responsibility belongs to the Department of Home Affairs, which is the agency directly in charge of organizing the implementation of inspection and examination of public services.
The Director of the Department of Home Affairs said that in the past, a number of specialized and public inspections have been carried out. For individuals and groups that have shown signs of violations, the public inspection team will directly inspect the records and documents to prove whether the performance of public duties by that comrade meets the requirements or not.
Through the inspection, it has recommended to the city leaders and the Hanoi People's Committee to adjust the leadership and direction methods - especially focusing on directing the resolution of key tasks, difficult and complicated work content, related to many sectors and many levels, all of which must have a focal agency in charge. At the same time, the department also recommended reviewing the competent authorities to handle, assign and arrange staff .
