Miracle from the spirit of 'Only work, no back talk'
After more than 7 months of "lightning-fast" construction (started on January 18, 2024, completed and energized on August 27, 2024 ) , the 500 kV line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a length of nearly 520 km passing through 9 provinces from the North Central region and beyond was completed, energized, and inaugurated by the Prime Minister on August 29; continuing the miracle of the Vietnamese electricity industry.

Mr. Nguyen Thai Son - Permanent Vice President of Vietnam Energy Association - Former Vice President of National Steering Committee on Electricity Development affirmed:
We cannot use any other word than “ miracle ” . Those are unimaginable progresses compared to a 500 kV power line project . As we know , investing in 500 kV power lines that go through many provinces , many localities as well as 500 kV transformer stations is a very large and massive amount. It is impossible to complete with records within about 6 months , 7 months … Because for example, in the past we also had very fast construction projects. For example, the 500 kV power line from Son La to Lai Chau or from Van Phong to Vinh Tan – also key projects , which have received much attention and maximum support from many leaders of the Government, ministries, branches and localities , but we still have to carry out within about 18 months , 24 months …
The rapid construction results and this miracle were achieved thanks to the strong and close direction and constant monitoring of the construction site by the head of the Government - Prime Minister Pham Minh Chinh.
The "lightning-fast" results of the 500 kV Line 3, Quang Trach - Pho Noi, come from unity and cooperation. From the spirit of "Only discuss work, not retreat"; "overcome the sun, overcome the rain"; "eat quickly, sleep urgently"; "work in 3 shifts, 4 shifts"; "work through holidays, through Tet"... From the compliance with the direction of the head of the Government: must have high determination, great effort, drastic action, clear people, clear work, clear time, clear products; arrange capital sources, focus resources on the project; when implementing, must mobilize the entire local political system to participate, complete site clearance work in advance and mobilize local forces and means for the project !
This has created a miracle when in just over 7 months, the especially important infrastructure project of the electricity industry and the country has reached the finish line.
Electricity and Roads are two essential infrastructure sectors for economic and social development, this is more meaningful than ever when we witnessed a 20-day power shortage in the North from mid-May to early June 2023.

The spirit of “circuit 3” was reaffirmed by Prime Minister Pham Minh Chinh at the launching ceremony of the peak emulation campaign “500 days and nights of emulation to complete 3,000 km of expressway” on August 18: … . Ministries, departments, branches and localities must really get involved, considering this a key political task, resolutely and effectively implementing the assigned tasks; the ideology must be clear, the determination must be high, the efforts must be great, the actions must be resolute, focused, and key points, each task must be completed, assigning “clear people, clear tasks, clear time, clear process, clear responsibility, clear products, clear efficiency”. In all cases of difficulties and obstacles, the forces participating in the project need to work together to “only discuss doing, not discuss retreating”, “not saying no, not saying difficult and not saying yes but not doing”.
The Resolution of the 13th Party Congress considered synchronous development of infrastructure as one of the three strategic breakthroughs, in which development of transport infrastructure is an important pillar, with the goal of putting 3,000 km of expressways into operation by 2025 and striving to put 5,000 km into operation by 2030.
According to the report of the Ministry of Transport, the total number of expressway projects under construction nationwide is about 1,700 km, from expressway projects on the North-South axis, projects connecting the East-West axis, connecting the Northwest region, the Central Highlands region, connecting regions, connecting 48 provinces and cities. Of which, about 1,200 km are expected to be completed by 2025, bringing the total number of expressway kilometers nationwide to over 3,000 km.
The Prime Minister directed that for key national projects and works, it is necessary to accelerate progress and promote disbursement of public investment capital, because the total investment capital for national transport works in 2024 is very large, about 200 trillion VND. Effective use of this capital source will contribute significantly to promoting production, business, creating jobs, and supporting social security.
Solutions for transport infrastructure development projects
Prime Minister Pham Minh Chinh’s direction is very meaningful in the current context, when in many localities there is a situation of avoiding and shirking responsibility, causing difficulties for businesses. From the success of the 500 kV line 3, the spirit of “Only discuss, not discuss back” will greatly inspire other works and projects.

Dr. Nguyen Minh Phong - Former Deputy Director, Deputy Head of the Propaganda and Theory Department of Nhan Dan Newspaper once commented: If we maintain the spirit of daring to do, daring to accept risks for the common good, for the good of the country, it will greatly inspire ministries, branches and localities, from which we will accelerate key national projects, accelerate the disbursement of public investment capital not only in the fields of transportation, electricity but also in other fields.
“ From there, we spread the spirit of daring to do, being stronger and more determined to improve the business environment, while promoting capital sources in the private sector. The result of the 500 kV line 3 Quang Trach - Pho Noi project is a case for us to exploit that inspiration to spread further in the economy .” - Dr. Nguyen Minh Phong emphasized.
The Prime Minister's directive "Only discuss work, no retreat" through the 500kV line 3 project has formed a new leadership and management culture. That is, we must get to work, stick to the essence of the work, demonstrate the determination and mettle of the commander, and especially when assigning tasks, we must ensure clarity, specificity, and ensure supervision and screening to identify those who are vague and avoid work to remove them from the team, thereby helping to improve the state's management capacity.
The “circuit 3” project, which spans many provinces, cannot be done simultaneously but must be done in succession, showing the importance of organization, synchronization, and technical standardization. This shows that the compliance and coordination of ministries, branches, localities, investors, construction units, contractors, etc. have been improved and enhanced. The “circuit 3” project shows the maturity of both the Government and the electricity sector in organizing and coordinating national projects.
Focusing on transport infrastructure - this is an important pillar, the "breakthrough" of the "strategic breakthrough". Therefore, the Government has allocated a huge amount of resources for the development of transport infrastructure (about 470,000 billion VND for the period 2021-2025, of which about 200,000 billion VND for 2024 alone). These are not small numbers in a context of many difficulties, and many other essential fields and infrastructures are also in dire need of resources for investment...
It can be seen that the additional resources for the economy through public investment, especially transport infrastructure development projects, are very large, which will create spillover, connection, and positive effects in economic and social development. At the same time, it affirms the role of the National Assembly and the Government in creating motivation and additional resources for development.
However, in order for transport infrastructure projects to achieve the 13th Congress's goal of developing infrastructure to complete 3,000 km of highways by 2025, it is clear that there needs to be a spirit like "circuit 3", and this issue depends largely on the staff.

In a weekend economic forum held on September 1st by Voice of Vietnam, Mr. Nguyen Minh Phong affirmed: There is a lot of capital, many projects but they dare not disburse while businesses lack capital and the reason is the staff. The staff is not ready, avoids disbursing public investment and also avoids solving other private investment projects. Therefore, the staff work is extremely important.
Mr. Phong suggested: " Early develop criteria for who is avoiding, who is taking credit, and who is blaming, in order to filter out and put aside those who are not dedicated and qualified enough to participate in the new career ."
Next, we must perfect the Law as well as add protection mechanisms for those who dare to think, dare to do, dare to take responsibility so that they feel safe.
It can be affirmed that the 500 kV line 3 Quang Trach - Pho Noi project is an inspiring project for us from many perspectives.
That inspiration can be transmitted right into the current traffic projects being implemented. The Prime Minister's spirit of "Only discuss, not discuss backwards" is extremely drastic and can be completely applied to other key traffic projects, just like the spirit applied in the recent 500 kV line 3 project.
That spirit must be spread to all public investment projects, from project identification, project construction, site clearance, bidding organization, project implementation, payment to contractors... all of this spirit must be implemented as directed by the Prime Minister: Clear people, clear work, clear efficiency, clear products is the spirit of always being for businesses, for the people, for the benefit of the economy and from the spirit of "Only discuss doing, not backtracking" will find solutions to speed up the progress of the project.
