Urgently complete the 500 kV line 3 projects from Quang Trach to Pho Noi

On the afternoon of March 12, the State Steering Committee for important national programs, works and projects, key to the energy sector, held a regular online conference on the 500 kV line 3 project from Quang Trach to Pho Noi.

Comrade Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade, Deputy Head of the State Steering Committee for important national programs, works and projects, key to the energy sector chaired the conference.

Attending at Ninh Binh bridge were representatives of some departments, Kim Son District People's Committee and related units.

The 500 kV line 3 (from Quang Trach-Quang Binh to Pho Noi-Hung Yen) project has a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The entire project has a total of 1,177 column foundations, with a total investment of about more than 22,000 billion VND.

The details are made into 4 projects including: 500 kV Quang Trach - Quynh Luu transmission line project with a length of 225.8 km; 500 kV Quynh Luu - Thanh Hoa transmission line project with a length of 92 km; 500 kV Nam Dinh I Thermal Power Plant - Thanh Hoa transmission line project with a length of 74.4 km; 500 kV Nam Dinh I Thermal Power Plant - Pho Noi transmission line project with a length of 126.9 km.

Up to this point, 4 projects have handed over 1,177/1,177 column foundation locations and 160/503 anchorage spaces. However, there are still 3 locations of Nam Dinh I-Pho Noi Project that have not been put into construction, of which 2 locations are due to the people of Hong Linh commune (Thai Binh province) not agreeing on the compensation plan; 1 location is due to the contractor's delay in construction.

In Ninh Binh province, Kim Son district has 21 pole locations with a length of 7.83 km. Up to now, the entire land area, including: Land area for construction of 21 electric pole locations, land area borrowed for construction site, land area borrowed for construction road, has been handed over to the investor and construction unit for implementation. According to the report, Ninh Binh is the unit that handed over all locations the earliest.

After listening to the reports of the investor and localities, units, comrade Nguyen Hong Dien, Minister of Industry and Trade, praised the active and effective participation of ministries, branches, localities and construction units. Construction work was deployed simultaneously along the entire route, completing a large amount of work, creating an atmosphere of excitement, determination and trust among units, localities and people of all walks of life.

However, compared to the direction of the Prime Minister, Deputy Prime Minister, and Steering Committee, up to this point, the Projects have not yet met the set progress and workload. Only 31.8% of the corridor's surface has been handed over.

To ensure the goal of handing over the entire corridor before March 30 and energizing before June 30, 2024, comrade Nguyen Hong Dien requested ministries, branches and localities to continue to urgently review the work within their assigned authority and responsibilities, promptly remove difficulties and obstacles according to current legal regulations.

The Ministry of Agriculture and Rural Development continues to monitor, proactively grasp the situation, and guide Vietnam Electricity Group, the National Power Transmission Corporation, and localities to remove difficulties in the implementation of Decree 27/2024/ND-CP dated March 6, 2024 of the Government amending and supplementing a number of articles of Decree 156/2018/ND-CP allowing temporary use of forests to serve the construction of power grid projects for socio-economic development.

The People's Committees of the provinces resolutely urge and direct departments, branches and localities to do a good job of propaganda and mobilization so that people and businesses in the areas where the power lines pass through understand and agree with the State's policies. From there, the site will be handed over soon as well as create favorable conditions for the units in the construction work.

At the same time, do a good job of inspection and supervision, and seriously handle contractors if there are any mistakes. Time is running out, so localities and units must focus on speeding up progress while ensuring quality, aesthetics and compliance with Vietnamese law.

Comrade Nguyen Hong Dien believes that with the attention, support and close direction of the Prime Minister, ministries, branches, Steering Committee and the active participation of localities and units, it will contribute to completing the goals and plans of the 500kV line 3 projects from Quang Trach to Pho Noi on time. Thereby, it will contribute to ensuring electricity supply for the North at present and in the coming years, promoting the socio-economic development goals of the whole country.
