Difficulty in supporting residential land and production land for ethnic minorities

In the period of 2023-2024, Krong Bong district (Dak Lak province) received over 5 billion VND from the State to solve the shortage of residential land and production land for ethnic minorities.

However, up to now, the district has only been able to implement housing support, but support for residential land and production land has not been implemented due to many difficulties and problems.

Krong Bong is a remote district of Dak Lak province. The whole district has more than 23,800 households, nearly 110,000 people, of which ethnic minorities have nearly 9,300 households, more than 46,000 people, accounting for 42.43% of the total population of the district; the total number of poor households in the district is 6,132 households, 28,783 people, accounting for 25.7%, of which poor households are ethnic minorities with 4,514 households, 23,949 people, accounting for 48.65%. The main income of ethnic minorities mainly depends on agricultural production, so the poverty rate among ethnic minorities is still high...

Mr. Nguyen Ngoc Phap - Vice Chairman of the People's Committee of Krong Bong district said that currently, there are hundreds of ethnic minority households in the district lacking housing, residential land, and production land. In order to solve the shortage of residential land and production land for ethnic minorities, in the period of 2021-2025, Krong Bong district has been invested 5 billion 210 million VND to implement Project 1 on solving the shortage of residential land and production land under the National Target Program on socio-economic development of ethnic minority and mountainous areas in the period of 2021-2025.

In 2024, Krong Bong district will continue to receive an investment of 2 billion 389 million VND. Of which, the provincial budget is 164 million VND; the central budget is 2 billion 225 million VND. The district has also approved 10 subjects in Dang Kang commune with 440 million VND/10 households. Housing support for 31 households in 7 communes (Ea Trul, Hoa Phong, Dang Kang, Cu Pui, Yang Mao, Yang Reh, Cu Dram) with a total capital of 1 billion 364 million VND. Production land support for 26 households in 2 communes of Dang Kang and Yang Mao with a total capital of: 585 million VND. Of which: Dang Kang commune: 112.5 million VND/5 households; Yang Mao commune: 472.5 million VND/21 households. The remaining capital of 748 million VND has not been allocated. However, up to now, the district has only supported 31 households to build houses with a total cost of 1 billion 364 million VND. The content of supporting residential land and production land has not been implemented.

Mr. Tran Kim Phung - Chairman of the People's Committee of Yang Mao Commune (Krong Bong District) said: Yang Mao is a particularly difficult commune, with over 80% of the population being ethnic minorities. The commune has 1 village and 6 hamlets, of which 45% of the poor households in the commune are poor. There is a great need to solve the problem of residential land and production land for the people, but the commune does not have 5% of the land fund; the transfer cannot be carried out in the community, because each household only has enough land for living, if there is surplus, they save it for their children, so they cannot transfer it. Currently, the commune and the community are managing and protecting 7,000 hectares of 3 types of forest land, this land fund is currently being cultivated by the people but cannot be granted to households because the Government does not allow it. Moreover, the support amount is too low, so the people do not have enough to buy and sell other plots of land.

To resolve these difficulties and problems, Mr. Nguyen Ngoc Phap - Vice Chairman of the People's Committee of Krong Bong district said: The support level for buying interspersed residential land is too low compared to the market price, so households cannot implement it and have to wait for the Provincial People's Committee to approve the Land Use Plan of the Forestry Department to hand over to the local management, then there will be land funds to create a support area for residential land. Regarding support for production land, most communes have no more land funds to arrange production land for people.

“Faced with the above difficulties, Krong Bong district has sent a document requesting superiors to adjust the budget allocated to support residential land and production land in 2023 and 2024 for the district to switch to other forms of support or switch to housing support to help the locality solve the situation of dilapidated houses and lack of housing so that people can soon stabilize their lives,” said Mr. Phap.

According to regulations, for residential land, the state budget supports 44 million VND/household, the loan from the Social Policy Bank is 50 million VND/household; for production land, the state budget supports 22.5 million VND/household, the loan from the Social Policy Bank is 77.5 million VND/household. Most of the supported households are poor households, so it is difficult to mobilize them to contribute more funds to buy residential land and production land. Mr. Tran Kim Phung suggested that the State should orient to support households to change their occupations, for example, if they do not do farming, they can switch to animal husbandry or create jobs through labor export, which would be more feasible and suitable.
