Attaching responsibility to the head with disbursement

Concluding the Government meeting in July 2024 on the afternoon of August 5, along with many important tasks and solutions, Prime Minister Pham Minh Chinh requested ministries, branches and localities to resolutely further promote the disbursement of public investment capital and 3 national target programs.

He also requested to urgently allocate the remaining 26,500 billion VND of public investment capital, resolutely transfer capital to tasks and projects with quick disbursement, and need for additional capital before August 15.

Public investment is very important, activating all resources in society for development investment. In the past, disbursement of public investment capital was often slow, lasting for many years.

Although the disbursement rate of public investment capital has improved in 2023, compared to the requirements, the allocated capital is still low. In the first 6 months of 2024, this rate only reached 29.39%, lower than the same period in 2023.

Up to 60/107 ministries, agencies and localities have disbursement rates below the national average; ODA capital disbursement rates are also slow and cannot be improved.

The question is why do we always care about public investment disbursement, everyone sees this as important but every year it is slow?

In reality, the subjective reasons leading to slow disbursement are mainly related to the organization and implementation. Because, with the same legal basis, there are still places with good disbursement, while other places have slow and low disbursement.

That proves that where leaders and heads are interested, give close and decisive direction, and the organization and implementation work is done well, the project preparation and investment preparation are good, the disbursement rate is high and vice versa.

Currently, the Law on Public Investment has provisions on the responsibilities of organizations and individuals related to public investment. However, the individualization of the responsibilities of leaders needs to be further strengthened. It is important that ministries, branches and localities must seriously and responsibly grasp this spirit.

In Ho Chi Minh City, it is stipulated that the heads of agencies and units with a disbursement rate of public investment capital below 30% will not be considered for evaluation of good task completion. The heads of agencies and units with a disbursement rate of 30-50% will not be considered for evaluation of excellent task completion. Chairman of Ho Chi Minh City People's Committee Phan Van Mai himself once asked to lower his emulation rank to set an example for the head.

I think this needs to be implemented more strongly in other places, because in reality, considering the disbursement rate of public investment capital as a criterion for evaluating officials, especially leaders, has not been highly appreciated.

It is also necessary to raise the issue that agencies and units that do not disburse well should be recalled to allocate to key projects with good disbursement conditions to contribute to ensuring the plan to disburse public investment capital of over 95% as planned.

Recently, at the conference to promote public investment disbursement, the Prime Minister pointed out "5 guarantees" and "5 determinations" to remove difficulties and obstacles and promote public investment disbursement. It is thought that this spirit needs to be thoroughly grasped and seriously implemented, with clear people, clear work and clear responsibilities. Only then can the 2024 disbursement plan achieve its set goals.
