The impact of the storm and the circulation after storm No. 4 caused very heavy rain in Ha Tinh province. In particular, in Huong Khe district, the total rainfall from 8am on September 17 to 6am on September 20 was 318mm.
Heavy rain caused many roads and bridges in the district to be partially flooded, such as: the bridge to Rao Tre village (Huong Lien commune); the spillway bridge in hamlet 8 (Huong Do commune); the roads across the spillway of Lang dam and Khe A dam (Huong Binh commune); the roads across the spillway of Mieu dam and Khe Tuan dam (Huong Vinh commune); the traffic roads in village 1, Thuong Son village, Trung Thanh village (Dien My commune)...
The flooded areas have been inspected by local authorities, with guards assigned to monitor traffic, and warning signs installed. However, to ensure the safety of people and vehicles participating in traffic, this morning (September 20), the Department of Education and Training of Huong Khe district has allowed 10,822 students from 24 educational institutions in the area to stay home from school (preschool: 3,832 students; primary school: 4,457 students; secondary school: 2,533 students). The remaining schools have issued notices for students in low-lying areas, areas at risk of flooding, isolated areas, and areas at risk of landslides to stay home from school to ensure safety.
In addition to localized flooding, heavy rains also put some roads and river banks at risk of further landslides.
