Police assigned to investigate auction of 4 common material mines in Ha Tinh

Chairman of Ha Tinh Provincial People's Committee Vo Trong Hai has just signed an urgent document, assigning the Provincial Police to preside over and coordinate with relevant units to inspect and review the auction of mineral exploitation rights for common construction materials in the first phase of 2024.

After reviewing the report of the Department of Natural Resources and Environment; implementing Official Dispatch No. 1087/CD-TTg dated November 11, 2023 of the Prime Minister and the direction of the Ministry of Natural Resources and Environment in Official Dispatch No. 7438/BTNMT-KSVN dated October 24, 2024 on strengthening state management in the field of auctioning rights to exploit minerals for common construction materials... The Chairman of the People's Committee of Ha Tinh province gave instructions.

In particular, the Provincial Police Department is assigned to preside over and coordinate with relevant units and localities to review and inspect the auction of mineral exploitation rights for common construction materials in the first phase of 2024. Report to the Provincial People's Committee the implementation results before November 5, 2024.

The Department of Natural Resources and Environment is assigned to closely coordinate with the Provincial Police and relevant units to implement the above contents; continue to strengthen the effectiveness and efficiency of state management in the auction of minerals for common construction materials in the province in accordance with legal regulations and directions of the Prime Minister, the Ministry of Natural Resources and Environment and the Provincial People's Committee.

"During the inspection and review process, agencies and units are required not to affect the normal operations of enterprises," the document of the Chairman of the People's Committee of Ha Tinh province clearly stated.

Specifically, Trong Tin Real Estate Investment and Construction Joint Stock Company (abbreviated as Trong Tin Company) "embraced" 3 material mines at the auction taking place on October 21, 2024.

Minh Nhat Joint Stock Auction Company (Ha Tinh City) is the unit organizing the auction of 4 rights to exploit minerals for common construction materials in Ha Tinh province, phase 1, 2024.

The auction results by the afternoon of the same day showed that Trong Tin Company (Thach Quy ward, Ha Tinh city) won 3 out of 4 mines put up for auction.

Including, Ngoc Son 1 landfill (Ngoc Son commune, Thach Ha district) with a starting price to calculate the deposit of more than 1.8 billion VND (R=3%) but Trong Tin Company bid up 112 steps, exceeding the price by 33.6%.

The brick and tile quarry in Ha Linh commune (Huong Khe district) with a starting price of over 7.5 billion VND (R=5%) was successfully auctioned with 63 price steps, exceeding the price by 32.5%.

Cup Bau sand mine (Ky Phuong ward, Ky Anh town) starting price is over 9.5% (R=5%), Trong Tin Company bids up 117 steps, exceeding the price by 58.5%.

Only the Luu Vinh Son 1 Landfill Mine (Luu Vinh Son Commune, Thach Ha District) was won by An Binh Construction and Trading Company Limited. This mine had a starting price to calculate the deposit of more than 3.4 billion VND (R=3%), exceeding the price by 37.5% with 125 price steps.

According to the leader of Minh Nhat Joint Stock Auction Company, this auction has a much higher price than before.

According to calculations by a business that regularly auctions material mines, the total amount of money that Trong Tin Company won at the 3 mines was about 198 billion VND.

Specifically, the Ngoc Son 1 landfill increased from 1.8 billion VND to 22 billion VND. The Ha Linh commune brick and tile mine increased from 7.5 billion VND to 56 billion VND. The Cup Bau sand mine increased from 9.5 billion VND to 120 billion VND.

Trong Tin Company was just established on October 4, 2024, which is only 17 days from the auction date. The legal representative of this company is Mr. Dang Luu Cong. Charter capital is 5 billion VND.

Talking to PV Dai Doan Ket, Mr. Le Duy Trung, Deputy Director of Trong Tin Company affirmed: The company fights to do things.

The Deputy Director of Trong Tin Company also informed that in the near future, the enterprise will implement a number of projects in Ha Tinh such as component projects of the North-South Expressway Construction Investment Project and is preparing documents to build a brick factory.

The auction of the right to exploit 3 material mines in Ha Tinh is to prepare materials for Trong Tin Company's project and not to depend on local enterprises. "Local enterprises often raise prices, making it difficult for outside enterprises," said Mr. Trung.

On the other hand, on October 24, Trong Tin Company sent a document to the People's Committee of Ha Tinh province, the Department of Natural Resources and Environment of Ha Tinh, and Minh Nhat Joint Stock Auction Company requesting guidance on procedures for implementing the bidding process.

On October 30, 2024, the Department of Natural Resources and Environment of Ha Tinh issued Document No. 4929/STNMT-KS reporting and requesting the Provincial People's Committee to approve the auction results of mineral exploitation rights for the above 4 mineral mines for 2 enterprises.

However, due to public opinion that the above mineral auction of Minh Nhat Joint Stock Auction Company had many irregularities, the People's Committee of Ha Tinh province has not approved the auction results. At the same time, the Ha Tinh Provincial Police Department has been assigned to preside over and coordinate with relevant departments and localities to review and inspect the auction of the above mineral exploitation rights.

Mr. Nguyen Anh Son - Deputy Head of Minerals Department, Department of Natural Resources and Environment of Ha Tinh said that during the file appraisal process, Trong Tin Company had all the required documents and records, so the appraisal team approved it.

Regarding the enterprise’s capacity, experience and ability to mobilize capital, Mr. Son said that the appraisal team had reviewed the documents and approved them if they were complete and valid, but did not have the function of examining and verifying them in practice. “The enterprise must be responsible before the law for the documents submitted,” Mr. Son said.
