The situation of using roadsides and sidewalks to dry agricultural products, straw, and thresh rice continues to recur in many localities in Ha Tinh, posing a potential risk to traffic safety.
At this time, people are entering the spring rice harvest season. On many roads in localities such as Can Loc, Loc Ha, Nghi Xuan, and the outskirts of Ha Tinh City, rice, straw, potatoes, and corn are being dried. Notably, this situation not only occurs on village roads and alleys but also appears on major traffic arteries with a lot of traffic.

Not only does it hinder traffic, drying agricultural products on the roadside poses many potential traffic accident risks for people and vehicles. In addition, people also use bricks, stones, and tree branches to block and hold drying tarps; even creating gathering points for straw into piles blocking the road, forcing traffic participants to slow down or encroach on the lanes reserved for other vehicles.
Ms. Tran Thi Ha (Son Loc commune, Can Loc) expressed: “I go to work by car. During the harvest season, every time I pass through the roads where straw is dried, I am very afraid of getting the straw wrapped around the car, especially on the roads where people dry straw on the entire road surface so it is unavoidable, it is very dangerous because the straw wrapped around the car has a high risk of fire and explosion. This situation happens every year, I hope that the authorities will soon intervene and separate the lanes to ensure safety for road users.”

In fact, there have been many traffic accidents, the main cause of which is drying agricultural products and threshing rice on the road. Ms. Ha Trang (Co Dam commune, Nghi Xuan) was upset: “Two weeks ago, on my way to work, through Xuan My commune, because the entire road was occupied by people drying sliced sweet potatoes, I could not avoid it, had to walk on the sweet potatoes, so I slipped and fell off my bike. Until now, my legs are still swollen and painful, I cannot walk normally. Luckily, I was driving slowly at that time, if I had gone fast, I could have crashed into the ditch, which would have been even more dangerous.”

The situation of drying agricultural products and straw on the road every harvest season has been repeated for many years, causing frustration for many road users. Meanwhile, the act of drying rice, paddy, straw, agricultural products or leaving other objects on the road has been stipulated as prohibited by the 2008 Road Traffic Law.
To ensure traffic safety and aesthetics on the roads, traffic police in many localities have been mobilized to remind and correct the situation of drying agricultural products, straw, and threshing rice on the roadside during the peak spring rice harvest season.
It is known that recently, Loc Ha District Police issued an official dispatch to strengthen inspection and strictly handle the situation of people violating the use of roadsides to thresh rice, dry rice, straw, seafood and let cattle roam freely on the roads, causing traffic insecurity.

Accordingly, the police force has increased inspections on the roads to propagate and remind people to comply with regulations; not to use the roadside or sidewalk to dry agricultural products. At the same time, cases of intentional violations will be strictly handled.

To rectify this situation, it is necessary to continue raising people’s awareness in ensuring safety for themselves and other road users. At the same time, local authorities need to take drastic action and strictly handle violations.
Clause 2 and Clause 3, Article 8 of the 2008 Road Traffic Law stipulate: illegally placing or leaving obstacles on the road and illegally using the roadway, sidewalk, and pavement are prohibited acts. Clause d, Article 35 also stipulates that it is not allowed to: dry rice, paddy, straw, agricultural products or leave other objects on the road; Point b, Clause 1, Article 12 of Decree 100/2019/ND-CP dated December 30, 2019 of the Government stipulating administrative sanctions for violations in the field of road and railway traffic stipulates: Fines from 100,000 - 200,000 VND for individuals, from 200,000 - 400,000 VND for organizations drying rice, paddy, straw, stubble, agricultural, forestry and seafood products on roads; placing rice threshing machines on roads. In addition, violators are also subject to remedial measures as prescribed in Point a, Clause 10, Article 12 of Decree 100/2019/ND-CP: "forced to collect rice, paddy, straw, stubble, agricultural, forestry, seafood products, and equipment on the road". |
