With high determination, great efforts, drastic actions; overcoming difficulties, promoting internal strength, innovating, improving the quality and diversifying tourism services, attracting more and more tourists to the province, making tourism soon become a spearhead economic sector, commensurate with its role and position as one of the three economic pillars of the province.
That is the general requirement in the conclusion of the Provincial Party Committee after summarizing 2 years of implementing Resolution No. 06-NQ/TU, dated October 24, 2021 of the Provincial Party Committee (term XIV) on tourism development to 2025, with a vision to 2030 (Resolution No. 06-NQ/TU).
Results and limitations
In the spirit of realistically assessing the positive and negative aspects after 2 years of implementation, the Provincial Party Committee concluded: After 2 years of implementing Resolution No. 06-NQ/TU, despite being affected by the Covid-19 pandemic; Binh Thuan tourism has recovered and developed quite quickly. In particular, the activities of the National Tourism Year 2023 "Binh Thuan - Green Convergence" and the putting into use of 2 North-South expressways (Eastern section) through the province have created new momentum for Binh Thuan tourism to develop strongly. However, besides the achieved results, Binh Thuan tourism still has many shortcomings and limitations, notably: Infrastructure serving tourism is not synchronous. Attracting investment in large-scale tourism projects, high-end resorts associated with tourism, entertainment, trade, services, and sports is not much, lacking famous brands. The professionalism in tourism activities is not high, the tourism human resources have not met the requirements, the investment in improving the quality and diversifying tourism products has not received due attention from businesses, and has not created a strong attraction for tourists. The works and activities serving tourism development (such as: parks, beaches, sea squares, entertainment areas, shopping centers, parking lots, cultural and artistic performances, night cuisine...) have not met the needs. The core values of historical and cultural relics, famous landscapes and landscapes to promote and attract tourists to visit and travel have not been properly promoted. The province has no plan for planning, managing, using, preserving and enhancing the value of scenic spots such as Ke Ga Cape and Ke Ga Lighthouse, Hong Hill, Cat Bay Hill (Virgin Hill), Bau Trang (Bau Ong in Bac Binh District), Yen Hill, Hon Cau, Hon Ba... The management of investment, construction and land for tourism projects is still weak; the situation of illegal encroachment is still complicated; many tourism projects are slow to be implemented or have not been implemented; some projects affect the natural landscape, destroying architectural space. Environmental sanitation in some places is not good, especially the situation of waste and domestic wastewater in tourist areas, beaches, residential areas and public places. The situation of street vendors, stalking and soliciting tourists, raising prices... still occurs at times and in some places, affecting the tourism image of the province. There is not much propaganda and promotion of Binh Thuan tourism on the media system, social networks, and digital technology; the content and methods of propaganda have not been innovated. The awareness of some businesses and people about sustainable tourism development is still limited.
Tasks and solutions
Faced with the above situation, the Provincial Party Committee has proposed key tasks and solutions in the coming time. The first task is to focus on building, completing and managing tourism according to planning and plans. Increasingly attracting and calling for capable, experienced, famous and dedicated investors to implement large projects, tourist areas, complexes, entertainment areas, modern and classy shopping centers. Encouraging and supporting investors and businesses to improve service quality and diversify tourism products, developing tourism types combining meetings, training, resorts, health care, entertainment, discovery, spiritual culture, ecology, agricultural tourism, etc., associated with improving the quality of tourism human resources, in order to attract more tourists to Binh Thuan, stay longer, spend more and return more times. Maintaining the image of Binh Thuan tourism as "Safe - friendly - quality". Along with that, focus on investing in completing the infrastructure system to serve tourism development, especially expanding the transportation system connecting smoothly to key tourist areas and spots; upgrading existing routes with trees, lighting, drainage systems, sidewalks, parking lots, etc. to ensure synchronization. Take measures to promote cultural values, festivals, craft villages, traditional handicrafts, historical relics, landscapes, and scenic spots, etc. to serve tourism development. Allocate budget resources and mobilize social resources to invest in construction and embellishment of increasingly modern and civilized urban and rural areas, paying attention to artistic lighting systems, welcome gates, and fine art works to create highlights at the gateways to and from Phan Thiet city, districts, towns, and Mui Ne National Tourist Area; renovate coastal parks, plan beaches, and community tourism areas, etc. In particular, maintain environmental sanitation, green, clean, and beautiful landscapes, plant trees, and flower gardens; Building a civilized lifestyle, friendly and hospitable people. Improving the effectiveness of information technology application, digital transformation in tourism propaganda and promotion; innovating propaganda methods and content, creating attractiveness and impression. Promoting brand building and raising the level of Binh Thuan tourism. Strengthening the effectiveness of state management of tourism. Continuing to carry out administrative reform well, especially promoting administrative procedure reform, removing difficulties and obstacles in records and procedures to create favorable conditions for businesses to invest and develop. At the same time, implementing the recovery of projects that are not implemented or are slow to implement according to regulations, not wasting land resources...
The conclusion stated: Strive to welcome 8.9 million visitors by 2025, of which international visitors account for 10 - 12%; revenue from tourism activities reaches 23,300 billion VND, average growth in the period 2021 - 2025 from 18 - 20% / year; contribution to the province's GRDP reaches 10 - 11%; by 2030, tourism contributes 12 - 13% to the province's GRDP, Mui Ne National Tourist Area becomes one of the leading destinations in the Asia - Pacific region...
