On the morning of December 26, the Ho Chi Minh City People's Committee held a conference to review the implementation of socio-economic development tasks in 2024 and to disseminate and deploy tasks in 2025.

Reporting at the conference, Director of the Ho Chi Minh City Department of Home Affairs Vo Ngoc Quoc Thuan informed about the plan to rearrange the apparatus in the city in the coming time.
Mr. Vo Ngoc Quoc Thuan said that the Department of Home Affairs has advised the Ho Chi Minh City People's Committee to guide and deploy to agencies and units to develop a project to reorganize, merge and consolidate agencies and units to submit to competent authorities for consideration and decision.
"Strive to complete the arrangement before February 20, 2025. The arrangement will be carried out according to a roadmap of 9 tasks" - Mr. Vo Ngoc Quoc Thuan informed.

Specifically, from December 28 to December 31, heads of agencies, units, Thu Duc City People's Committee, districts and towns will develop a project to reorganize the apparatus and send it to the Department of Home Affairs for synthesis, submit it to the Ho Chi Minh City People's Committee to report to the Standing Committee of the Ho Chi Minh City Party Committee for approval.
From January 1, 2025 to January 7, 2025, the Department of Home Affairs will synthesize the projects, submit them to the Party Committee of the Ho Chi Minh City People's Committee for approval, and submit to the Standing Committee of the Ho Chi Minh City Party Committee a draft project to reorganize the apparatus, decisions or resolutions to reorganize, merge, consolidate, and consolidate, regulations on functions, tasks, powers and organization of activities of agencies and units under the Ho Chi Minh City People's Committee, districts, and Thu Duc City.
From January 8, 2025 to January 15, 2025, based on the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee, the Ho Chi Minh City People's Committee shall submit to the Ho Chi Minh City People's Council or competent authority to issue decisions and resolutions to reorganize, consolidate, and merge agencies and units; the People's Committees of districts shall submit to the Ho Chi Minh City People's Committee or competent authority; the People's Committees of districts and Thu Duc City shall submit to the People's Council of the same level or competent authority.

From January 16 to 24, 2025, the People's Councils of Ho Chi Minh City, Thu Duc City and districts passed and issued decisions and resolutions on reorganization, consolidation and merger of agencies and units.
From January 25, 2025 to February 12, 2025, heads of departments, branches, sectors, and public service units under the Ho Chi Minh City People's Committee will complete the draft regulations on the functions, tasks, powers, and organization of activities of their agencies and units and send them to the Department of Justice, the Department of Home Affairs and Labor for appraisal and submit them to the Ho Chi Minh City People's Committee for promulgation in the form of legal documents with simplified procedures. During this time, agencies and units will arrange to hand over documents and change seals according to regulations.
From February 13, 2025 to February 16, 2025, the city will complete the arrangement and stabilization of the apparatus and report the results to the Ho Chi Minh City People's Committee.
From February 17, 2025 to February 20, 2025, the Department of Home Affairs and Labor will synthesize and report to the Ho Chi Minh City People's Committee the results of the implementation of organizational restructuring.
From February 21, 2025 to February 28, 2025, the Ho Chi Minh City People's Committee reported to the Standing Committee of the Ho Chi Minh City Party Committee and the Ministry of Home Affairs the results of the implementation of the organizational arrangement.
It is expected that after the reorganization, Ho Chi Minh City will streamline and reduce 15% of internal organizational units and reduce staff according to the roadmap prescribed by the Central Government. Accordingly, the city will reduce 6 specialized agencies, from 21 departments to 15 departments. Compared to the initial orientation of reducing 8 departments, the latest draft of Ho Chi Minh City's reorganization plan reduces 6 departments.
Speaking immediately afterwards, the Director of the Ho Chi Minh City Department of Home Affairs said that the departments of the Ho Chi Minh City People's Committee will reduce 6 out of a total of 21, to 15 departments in accordance with central regulations.
The specific arrangements are the authority of the Standing Committee of the Ho Chi Minh City Party Committee.
It is known that Hanoi's arrangement plan retains the Department of Planning and Architecture, but Hanoi does not have a Department of Food Safety like Ho Chi Minh City. Ho Chi Minh City is piloting a Department of Food Safety under a special mechanism.
According to Mr. Vo Ngoc Quoc Thuan, the Department of Home Affairs has submitted to the Ho Chi Minh City People's Committee two arrangement plans, one according to the Central direction, one according to the city's characteristics.
