Quang Ninh tourism responds to climate change

Quang Ninh province's tourism industry has developed strongly, including many types of tourism, such as: Ecological, cultural, resort, attracting a large number of domestic and international tourists, bringing large revenue to the budget and the local community. However, in the context of increasingly strong and complex climate change, the tourism industry is currently offering solutions to face the challenges, threatening sustainable development in the future.

From the severe impact of storm No. 3, it can be seen that storms, flash floods, landslides, and erratic temperature changes have greatly impacted the assets and operations of the tourism industry. In particular, according to research by experts, the rate of tourists agreeing to cancel tours when encountering unusual weather is up to 57.2%, causing revenue to decrease by 50-70%.

Therefore, the development and implementation of climate change adaptation solutions are agreed by tourism businesses. According to the results of the investigation and survey of the Department of Tourism, the development of environmentally friendly tourism is agreed by 84.7% of units. Reducing waste and encouraging the use of recycled waste products in tourism reached 82%. In addition, the dissemination of information to people and tourists about climate change and its impacts on tourism, and strengthening management of natural tourist areas all reached 70-75%. For tourists, the agreement rate with sustainable tourism development solutions is quite high, in which the agreement rate with the solution to develop environmentally friendly tourism reached 74.5%; reducing waste and encouraging the use of recycled waste products in tourism reached nearly 60%.

To develop sustainable tourism in Quang Ninh in the future, the tourism industry in particular and Quang Ninh province in general aim to adapt to climate change. Since 2013, Quang Ninh has determined to transform its development method from "brown" to "green", bringing tourism - the "smokeless" industry to develop sustainably, becoming a spearhead economic sector. Resolution No. 07-NQ/TU (dated May 24, 2013) of the Provincial Party Committee on developing tourism in Quang Ninh in the period of 2013-2020, with a vision to 2030, determined: Developing tourism in the province in a sustainable, professional, modern, effective, focused and key direction, so that tourism becomes a spearhead economic sector and accounts for an increasingly high proportion in the province's GDP structure; contributing significantly to implementing 3 strategic breakthroughs, associated with the growth model, restructuring the economy, transforming the development method from "brown" to "green".

Specifically, with the support of the Japan International Cooperation Agency (JICA), the Department of Tourism has developed the “Green Sail” criteria for tourist boats on Ha Long Bay. During the pilot phase of issuing labels and granting “Green Sail” certification logos, 36 tourist boats on Ha Long Bay have been certified. In addition, the province has also developed energy-saving solutions; published a white paper on green growth in Ha Long Bay; applied advanced technologies such as oil-water separation technology to filter wastewater before releasing it into the environment, not dumping waste directly into the bay, using all glass water bottles, paper straws, paper cups, etc. to minimize environmental impacts during the operation of tourist boats on the bay.

Not only at sea, the movement and model of joining hands to reduce plastic waste and protect the environment have been widely implemented, achieving many encouraging results such as the model: Association for collecting scrap metal in the wards: Ha Phong, Hong Ha, Hong Hai, Tuan Chau (Ha Long City); maintaining the "No plastic waste route" in Tuan Chau ward; the model "Women using biodegradable bags" of women in Cam Thinh ward (Cam Pha City); the model "5 no, 3 clean", "Volunteer Saturday", "Green Sunday" of the Youth Union... Along with Ha Long, Co To island district is a typical example in the movement to build a sustainable green tourism environment. From September 1, 2022, the District People's Committee has piloted the regulation that tourists do not bring plastic bottles, nylon bags, and materials that are at risk of polluting the environment to the island.

Along with the restoration and conservation of the marine environment, the Quang Ninh tourism industry has maximized the available potential of nature, culture and people to create green tourism products, linking tourism development with the conservation and promotion of national cultural values ​​and identities; sustainable management, exploitation, effective use of natural resources and environmental protection, and biodiversity conservation. There are destinations for agricultural tourism, community tourism and ecological tourism models in Binh Lieu, Hai Ha, Tien Yen, Mong Cai; tourism service cooperatives rowing boats to take tourists to visit fishing villages, Ky Thuong Am Vap farm community tourism area (Ky Thuong commune, Ha Long city); community tourism in Yen Duc village (Dong Trieu town) ... bringing many interesting experiences to tourists. Not only that, these community and ecological tourism models have contributed to promoting and preserving cultural values, creating jobs, and sustainably reducing poverty for the locality. In particular, keeping up with the trend of sustainable tourism, cultural tourism, and eco-tourism after the Covid-19 pandemic, on June 21, 2023, the Provincial People's Committee issued a Pilot Plan to build, preserve and promote the cultural identity values ​​of 4 ethnic minority villages associated with the development of community tourism in the mountainous areas of Quang Ninh province, period 2023-2025.

In the long term, to respond to climate change, the tourism sector has proposed that the provincial People's Committee direct units to step up propaganda and mobilize people and tourists to voluntarily reduce waste, reuse and recycle waste, and not litter indiscriminately. At the same time, strengthen the control of waste collection and treatment management in specific localities and areas in the province. Along with that, propose that the province issue documents and circulars with specific instructions on unifying the management and operation of service and tourism activities in the direction of developing tourism associated with protecting resources and the environment, and adapting to climate change.

In particular, planning tourist areas, destinations, infrastructure and technical services for tourism must ensure that they can cope with floods and rising sea levels, taking into account geological and geomorphological stability factors, in accordance with the planning of the sea dike system. High-end tourist accommodation establishments must aim for a green architectural model, with new foundation column standards in line with forecasts of rising sea levels, especially in the three areas that have been forecasted according to climate change scenarios: Mong Cai City, Van Don District, and Quang Yen Town. In addition, business units also need to invest in means, equipment and human resources to transport passengers and rescue when there are natural disasters and extreme climate events; invest in early warning systems for natural disasters, rescue information and on-site, timely response forces to ensure the highest safety for tourists.
