The Provincial People's Council Legal Committee worked with the Department of Home Affairs on the contents to be presented at the 26th Session.

The Provincial People's Council's Legal Committee had a working session with the Department of Home Affairs on the content expected to be submitted to the 26th Session of the 18th Provincial People's Council.

Attending the event were comrade Tran Nhat Tan, member of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrade Tran Van Ky, Vice Chairman of the Provincial People's Council.

At the meeting, the leaders of the Department of Home Affairs reported on the Submission and Draft Resolution stipulating measures to ensure the implementation of democracy at the grassroots level in Ha Tinh province; accordingly, the Draft Resolution has 6 Articles, clearly stipulating feasible measures, in accordance with the Party's policies and guidelines, the State's laws, and in accordance with the practical situation of the locality to ensure the effective implementation of democracy at the grassroots level.

Delegates also listened to the Report and Draft Resolution amending Resolution No. 231 dated February 19, 2025 of the Provincial People's Council on assigning civil servant payrolls in administrative agencies and organizations; the number of people working in associations; the number of commune-level cadres, civil servants and non-professional workers at the commune level; approving the total number of people working in public service units in 2025.

Comrade Tran Nhat Tan studied the content of the draft resolution at the working session.

Speaking at the meeting, delegates basically agreed with the contents of the submission and draft resolution. At the same time, they requested the drafting unit to carefully review the legal basis in accordance with the new laws and decrees. Regarding the draft Resolution on adjusting the payroll and number of employees in 2025, it is necessary to closely follow the basis for performing the tasks of agencies and units; especially the process of rearranging and perfecting agencies and units according to the policy of streamlining the apparatus; clarifying the content of increasing payroll in some units.

Regarding the draft resolution stipulating measures to ensure the implementation of democracy at the grassroots level in Ha Tinh province, delegates assessed: Based on recent practice, the issuance of the Resolution is necessary; to complete the draft Resolution, it is necessary to review and clarify the legal basis of some regulations, and refer to relevant instructions from the Ministry of Home Affairs.
