The hundred billion embankment project in Can Tho will be completed in the third quarter of 2025.

After nearly 2 years of suspension, the Cai Son embankment project in An Binh ward, Ninh Kieu district, Can Tho city will resume construction in the first quarter of 2025 and is expected to be completed in the third quarter of 2025.


The Cai Son embankment project in An Binh ward, Ninh Kieu district, Can Tho city is part of the Climate Change component, under the Target Program for Climate Change Response and Green Growth, which has been appraised and funded by the Ministry of Planning and Investment.

The project, which includes a 2.8km embankment and a road behind the embankment, started construction at the end of 2019 and was expected to be completed in 2020, but after 4 years it has yet to reach its destination. Notably, due to the inability to allocate capital, the project has had to temporarily suspend construction since 2022.

The Irrigation Department (under the Department of Agriculture and Rural Development of Can Tho City) is the investor of this project with a budget of nearly 315 billion VND. Of which, the central budget is more than 252 billion VND, the local budget is 62 billion VND.

Speaking to reporters, the leader of the Irrigation Department said that in the first quarter of 2025, the project will be restarted because the Central Government has agreed to allocate about 65 billion VND for the 2021-2025 period.

"Once the procedures are completed, the contractors will start construction immediately. The basic project site is available, the embankment foot is also completed, the project still needs to construct the road behind the embankment and complete it.

The two contractors constructing the three packages of the project will have a plan to ensure quality, design and progress. Currently, the project progress has reached more than 80%, if favorable, it is expected to be completed by the beginning of the third quarter of 2025," said the leader of the Irrigation Department.

According to the investor's report, the reason for the project's slow progress is due to many obstacles in site clearance. This project affects 251 households, of which 41 households are eligible for resettlement policies (Ninh Kieu district: 35 plots, Binh Thuy district: 6 plots).

The process of implementing compensation and resettlement support has encountered many difficulties for land along rivers, canals, riverbanks, and filled canals (outside the land use right certificates...) of the people. This takes a lot of time and greatly affects the progress of the project.

In addition, the project has been part of the climate change prevention program since 2016, but the funding was allocated late, and construction procedures were only completed at the end of 2019. The investor has requested an extension twice, but has not yet been able to complete it.

The starting point of the Cai Son embankment project is an area that is often severely flooded during heavy rains and high tides. The project’s completion of more than 80% has somewhat limited the flooding during high tides exceeding alert level 3 in October 2024.

The embankment is solidly designed, the top of the embankment is 2.8m high, has a railing system, wastewater collection and drainage, lighting system, sidewalks, and roads.

The early completion of Cai Son embankment is very meaningful in aiming at the goal of preventing flooding in many areas of the city. Especially in the context that a number of other flood prevention projects and works of the city are showing their effectiveness.
