760 billion VND bridge project connecting Hai Phong

At the end of August 2024, we were present at the Hoa River Bridge Construction Investment Project and the Hai Phong section of the road from Thai Binh City to Nghin Bridge (Hai Phong - Thai Binh Bridge Project). According to the records, the contractor constructing the 6th bridge connecting Hai Phong - Thai Binh and the road from the bridge to National Highway 10 encountered many difficulties because the entire cleared site had not been handed over.

Construction is facing difficulties due to the site not being handed over yet.

According to Nguoi Dua Tin's field records, due to the lack of land handover from the Hoa River dike to the riverbank in Dong Minh commune, Vinh Bao district, Hai Phong city, the construction of the Hai Phong - Thai Binh bridge project has encountered many difficulties.

Recently, the contractor had to build a temporary dirt road to transport machinery and materials to the construction site of the Hoa River Bridge. After each rain, this road became very muddy and slippery.

Also because the site has not been handed over, the contractor has not been able to construct the bridge approach road on the side of Vinh Bao district, Hai Phong city.

Meanwhile, on the Thai Binh province side, up to now, the People's Committee of Quynh Phu district has completed the site clearance work and handed over the entire 1.62 hectares of land recovered for the project to the construction contractor.

Regarding the Hai Phong - Thai Binh Bridge Project, according to information from the Hai Phong Traffic Construction Investment Project Management Board (representing the investor), the project consists of two main items: a 411.2m long Hoa River overpass and a 1,882m long connecting road of the level II delta road scale with a total investment of more than 760 billion VND. Of which, the construction contract value is 493.3 billion VND.

The contractor started construction of the Hai Phong - Thai Binh Bridge Project in April 2024. By the end of August 2024, due to problems with site clearance work on the side of Vinh Bao district, Hai Phong city, the contractor had only completed about 115/493.3 billion VND (approximately 23.3% of the contract value).

"The investor's representative requested the People's Committee of Vinh Bao district to focus on removing difficulties and obstacles. Thereby, completing the site clearance work soon to ensure the progress of the Hai Phong - Thai Binh Bridge Project", informed the Hai Phong Traffic Construction Investment Project Management Board.

Technical traffic opening on the occasion of the 70th anniversary of Hai Phong liberation

According to information from the People's Committee of Hai Phong City, the Hai Phong - Thai Binh Bridge Project will shorten the travel time between the two provinces of Thai Binh, Nam Dinh with Hai Phong City and Quang Ninh Province. At the same time, it will contribute to reducing the load on National Highway 10 as well as creating favorable conditions to attract investment, promote socio-economic development, and national defense and security between Thai Binh Province and Hai Phong City.

Due to the importance of the project, at the inspection at the end of August 2024, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, requested Vinh Bao District People's Committee to focus on site clearance work, to be completed before September 15, 2024.

For the construction unit, Mr. Nguyen Duc Tho requested to concentrate on means, equipment, human resources, and materials to organize all construction teams simultaneously, close the bridge on December 23, 2024, and open it to technical traffic on the occasion of the 70th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2025).

Speaking with Nguoi Dua Tin , a representative of the People's Committee of Vinh Bao district, Hai Phong city, said that up to now, the locality has completed the work of land acquisition and clearance for agricultural land recovered to serve the Hai Phong - Thai Binh bridge project.

The biggest difficulty and obstacle in local site clearance work is related to residential land, garden land, and adjacent ponds due to households' petitions and requests for low compensation and support prices.

The People's Committee of Vinh Bao District, Hai Phong City, has requested relevant departments and professional offices to coordinate with the authorities of Dong Minh and Hung Nhan communes to inspect, review and compare regulations. Thereby, the recommendations and requests of households whose land was recovered for the project are unfounded.

Therefore, on July 19, 2024, the People's Committee of Vinh Bao district issued a decision to forcibly reclaim land from 10 households in Dong Minh and Hung Nhan communes. At the same time, a document was sent to request opinions from relevant departments and branches of Hai Phong City.

To date, the People's Committee of Vinh Bao District, Hai Phong City, has established a land reclamation enforcement committee, drafted a plan and a plan for enforcement. The locality will soon organize land reclamation enforcement if households deliberately delay in receiving compensation, support and handing over clean land to the construction contractor.
