On May 29, the Investigation Police Agency of Dong Nai Province Police issued a decision to prosecute the criminal case of abusing one's position and power while performing official duties to investigate and clarify violations in the implementation of the Tan Thinh Residential Area Project (in Doi 61 Commune, Trang Bom District) invested by LDG Investment Joint Stock Company.
Previously, in April 2023, the People's Committee of Dong Nai province issued the Inspection Conclusion on the comprehensive inspection of the Tan Thinh Residential Area Project. Specifically, in 2016, the People's Committee of Dong Nai province approved the investment policy and introduced the location of the Tan Thinh Residential Area Project with an area of over 18 hectares and issued a decision approving the detailed construction planning at a scale of 1/500 for the project.
Since the province approved the investment policy, LDG Company has not completed the procedures to submit to the Department of Construction for construction permits for technical infrastructure works, medical stations, commercial service areas and education. The review and statistics of rice-growing land area were incorrect, leading to failure to promptly report to the competent authority to request the Prime Minister's approval for the change of rice-growing land purpose.

By October 2020, the project still had a part of rubber land that had not been compensated and had not changed its land use purpose, but LDG Company had already started leveling the ground.
Next, the company completed the construction of the technical infrastructure system at a rate of about 60% and completed the construction of the rough structure of 488 houses (198 villas, 290 townhouses) according to the approved detailed construction plan at a scale of 1/500 and the remaining 192 townhouses have completed the foundation construction.
LDG Company has signed a contract in principle to buy and sell houses with 60 customers, totaling more than 132 billion VND. The customers have paid the company from 25 - 95% of the contract value, 7 households are living in the project. Regarding the payment of fines for violations, the investor has paid a fine of 75 million VND according to the penalty decision of the Chief Inspector of the Department of Construction and more than 6.3 billion VND according to the decision to sanction administrative violations of the Chairman of the People's Committee of Dong Nai province.
In particular, the Land Registration Office of Dong Nai province confirmed that over 5 land use right certificates, with the content of transferring to LDG Investment Joint Stock Company an area of 16,094m2 (including 12,889m2 of rice land) without the approval document of the competent state agency, are not in accordance with the provisions of the Land Law.
The violation involved more than 20 leaders and officials of Trang Bom District People's Committee, Doi 61 Commune, local departments and 13 related organizations, so the Chairman of Dong Nai Provincial People's Committee requested to organize a review, clarify responsibilities for handling according to regulations, and at the same time, requested LDG Company to report on the project implementation status, and not to conduct any sales transactions until all related procedures are completed.
