This morning, October 14, Dong Ha City, Quang Tri Province solemnly held a ceremony to announce the Prime Minister's Decision to recognize it as a Class II urban area under Quang Tri Province and celebrate its 15th anniversary (2009-2024).

Towards green growth
Delivering a speech at the ceremony, Dong Ha City Party Secretary Le Quang Chien said that Dong Ha is a city with a rich history and cultural tradition, with urban appearance since the early years of the 20th century.
Dong Ha City is located at the intersection of National Highway 1 and National Highway 9, the intersection of the trans-Vietnam route by road, rail, and sea, and is the starting point to the East of Vietnam on the East-West economic corridor. Therefore, Dong Ha has a special position in relation to the cities of Central Vietnam and connects Vietnam - Laos - Thailand - Myanmar.
During the war, under the leadership of the Communist Party of Vietnam, the Party Committee, army and people of Dong Ha were always united, contributing with the army and people of the whole province and the whole country to establish resounding victories.

After the complete liberation of the South, Dong Ha was a devastated land, the consequences of war were extremely severe. With a very low starting point, the Party Committee, government and people of Dong Ha promoted the revolutionary tradition, solidarity, efforts to overcome all hardships, step by step rebuilding the homeland.
On July 1, 1989, Quang Tri province was re-established, Dong Ha became the provincial capital town, the political, economic, cultural and social center of the province.
With outstanding efforts, in December 2005, Dong Ha town was recognized as a type III urban area and on August 11, 2009, the Government issued Resolution No. 33/NQ-CP on the establishment of Dong Ha city under Quang Tri province.
During the process of construction and development, the Party Committee, army and people of Dong Ha have constantly strived to exploit the potential and strengths of the locality; proactively seized opportunities, overcame difficulties and challenges, expanded cooperative relations, attracted investment resources, and focused on building an increasingly rich and civilized city.
Thanks to that, the economy has developed comprehensively and achieved a fairly high growth rate, averaging 11.2% per year; the economic structure has shifted in a positive direction. Trade and services have been identified as the key economic sector, playing a key role; industry and handicrafts have affirmed themselves as the driving force for development with diverse industries; agriculture has developed in the direction of clean agriculture.
Budget revenue has increased quite well, 2022 marks the year of self-balancing budget revenue and expenditure; GDP per capita has increased over the years and is estimated to reach more than 199 million VND/person/year by the end of 2024.
Urban planning and management work has been directed with attention. Infrastructure and urban embellishment have been gradually upgraded and completed, many large-scale projects have been invested in and built, creating a new look for the young city.

During its development, the city has always aimed for green growth. In 2019, Dong Ha City was honored to join 39 other cities around the world in the final round of the Green City competition for the 2017-2018 period organized by the World Wide Fund for Nature.
Along with the determination to develop the economy quickly, strongly and sustainably, the city also focuses on comprehensive development of cultural and social fields. The material and spiritual life of the people has been improved and enhanced; the poverty rate is now only 361 households, accounting for 1.44%.
The scale and quality of education and training have developed rapidly, with spearhead education leading the way in the whole province. National defense and security have been constantly strengthened, ensuring political security and social order and safety. The Party organization and political system have become increasingly strong, promoting the role of Party leadership - State management - People's mastery.
In recognition and praise of the achievements in the process of construction and development, the Party Committee, government and people of Dong Ha City were honored to receive the Second Class Independence Medal from the State in 2022.
In particular, on August 8, 2024, the Prime Minister decided to recognize Dong Ha City as a class II urban area, directly under Quang Tri province. This is one of the important goals set forth by the Resolution of the 17th Quang Tri Provincial Party Congress and the Resolution of the 13th Dong Ha City Party Congress, term 2020 - 2025.
Striving to build Dong Ha into a green, friendly and dynamic city
Speaking at the ceremony, Minister of Construction Nguyen Thanh Nghi emphasized that Dong Ha City being recognized as meeting the standards of a type II urban area will bring opportunities, attract investment interest, and create conditions to continue promoting its role, position, and strengths as the economic center of Quang Tri province.

Therefore, it is recommended that the Party Committees, authorities, organizations and people of Dong Ha City focus on building a cultural and civilized urban lifestyle; pay attention to investing in culture and society to better meet the needs of the people. Strengthen national defense and security, maintain political security, and ensure social order and safety.
Focus on doing well the urban planning work; review and adjust the planning to cover the zoning plan, detailed plan, ensure feasibility, unity, effectively promote the potential, advantages, and unique characteristics of Dong Ha. So that the planning can both create motivation for development and be a tool for urban orientation, management and development.
Focus on mobilizing social resources to invest in upgrading and building social infrastructure and urban technical infrastructure, promptly overcome weak criteria compared to the standards of a type II urban area, especially criteria on social infrastructure. Pay more attention to the development of social housing.
Concentrate resources, effectively implement the approved urban development program of Dong Ha city, pay special attention to investing in urban development in key areas, save land funds, use resources effectively, and focus on solutions to adapt to climate change and rising sea levels.

Synchronously deploy solutions to promote and effectively manage urban development in the area, well control the urbanization process, both implement long-term orientations and planning, and deploy specific short-term programs and projects with high feasibility.
Review and find solutions for urban development projects that are no longer feasible, ensuring the best exploitation and promotion of all potentials and advantages in terms of nature, society, and economic geography of the city.
Strive to soon build Dong Ha into a "green, friendly, dynamic, efficient urban area with a modern, synchronous urban infrastructure system, towards sustainable and smart development in line with the requirements of green growth and adaptation to climate change" as the goal of the Dong Ha City Master Plan to 2045 approved under Decision No. 1234/QD-UBND dated June 15, 2023 of the People's Committee of Quang Tri province.
Strengthening information, propaganda and dissemination to organizations and individuals about legal knowledge on urban construction and management, contributing to raising awareness among urban residents about law compliance, especially in the fields of land management, construction investment, environmental protection... building a civilized urban life.
Each party committee, government, union, agency, organization, and each citizen of Dong Ha needs to raise their sense of responsibility and take specific and practical actions for the common goal of caring for urban development, contributing to creating a Dong Ha city rich in identity, modern, dynamic, and ready to integrate in the future.

Faced with new requirements and tasks, Dong Ha City is requested to continue to strive and overcome difficulties and limitations to focus on improving the quality of the criteria for a type II urban area, building a city that develops rapidly in a modern and sustainable direction in relation to the overall development of the province; economic development must go hand in hand with solving social issues and protecting the environment.
Especially developing urban infrastructure, transport infrastructure and the agricultural, industrial, service and information technology sectors associated with responding to climate change.
It is necessary to focus on solving employment, improving the material and spiritual life of the city's people, the people of the whole province, especially families with meritorious services, so that all policies of the city must take the people as the target and center, ensuring that all people benefit from urban development.
