On the morning of December 20, the Union of Friendship Organizations of Hai Duong province held the 5th Congress of Delegates, term 2024-2029.
Attending the ceremony were comrades: Nguyen Ngoc Hung, member of the Party Committee, Vice Chairman of the Vietnam Union of Friendship Organizations; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Quang Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Nguyen Khac Toan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Tran Van Quan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
Attending the congress were leaders of the Provincial Union of Friendship Organizations through the periods, representatives of leaders of the Union of Friendship Organizations of other provinces and 200 official delegates from 12 friendship associations and member organizations of the union.
Speaking at the congress, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu acknowledged, commended and congratulated the achievements of the Provincial Union of Friendship Organizations in the past term.
He suggested that the union should focus on consistently implementing a foreign policy of independence, self-reliance, multilateralization and diversification of international relations; ensuring the highest national interests on the basis of international law; maximizing internal strength and taking advantage of external strength for development.
Implement people's foreign affairs tasks on the basis of firmly grasping and creatively applying the Party's viewpoints and guidelines on building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy imbued with the identity of "Vietnamese Bamboo".
Promote non-governmental aid in a practical and effective manner, targeting the grassroots and vulnerable groups in society. The Union needs to closely coordinate with relevant agencies, units, and localities to effectively manage and guide the activities of non-governmental organizations in the province.
Strengthen international cooperation to mobilize aid from non-governmental organizations to implement projects, especially large-scale, long-term and sustainable projects in the fields of health, education, environmental protection and social security.
Promote the spirit of “Proactive, flexible, creative, effective” in implementing people-to-people foreign affairs activities. Improve the quality of foreign information work; focus on applying technology to inform international friends about the development situation of Vietnam in all aspects, the potential, strengths and achievements of socio-economic development of the province.
In the 2024-2029 term, the Union of Friendship Organizations will continue to focus on synchronously implementing solutions to further improve the efficiency and operational capacity of the union and its member organizations.
Continue to consolidate and improve the organizational structure of specialized agencies, as well as member organizations of the union in the direction of streamlining, efficiency and professionalism. Pay attention to training and fostering the staff working in people's foreign affairs in terms of qualifications, capacity, especially political mettle.
The Congress elected the Executive Committee of the Hai Duong Provincial Union of Friendship Organizations, term V, consisting of 26 members. At the first meeting, the Executive Committee unanimously assigned positions. Comrade Nguyen Duc Tuan, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee, Chairman of the Hai Duong Provincial Union of Friendship Organizations, term IV, continued to be elected as Chairman of the Hai Duong Provincial Union of Friendship Organizations, term V, 2024-2029.
On this occasion, the leaders of the Vietnam Union of Friendship Organizations awarded the Medal "For Peace and Friendship among Nations" to 3 individuals, and certificates of merit to 4 groups and 5 individuals; the Provincial People's Committee awarded certificates of merit to 1 group and 3 individuals with many positive contributions to people-to-people diplomacy activities.
During the past term, the Union of Friendship Organizations mobilized and attracted 70 non-governmental aid packages with a total value of 5.84 million USD, equivalent to 147.6 billion VND.
The Union has mobilized more than 10 international and foreign non-governmental organizations to operate and implement programs, projects, and non-projects in the province. Typical organizations are GPI, COPION, KCCC, GNI (Korea); Tzu-Chi (Taiwan); GIBTK, VFP (USA); Hoa Trang, CAPAZ, UJVF (France); Australian Embassy in Vietnam.
Along with implementing aid, the union pays attention to friendly exchange activities with foreign volunteer groups, creating a new feature in people's foreign affairs activities.
Comrade Nguyen Duc Tuan was born in 1974, from An Luong commune (now An Phuong commune, Thanh Ha), with a bachelor's degree in culture, a bachelor's degree in politics, and a master's degree in administrative management. He used to hold the positions of Deputy Head of the Provincial Party Committee's Propaganda Department; Member of the Provincial Party Committee, Secretary of the Thanh Ha District Party Committee; Member of the Provincial Party Committee's Standing Committee, Chairman of the Hai Duong Provincial Fatherland Front Committee, term XVI, Chairman of the Provincial Union of Friendship Organizations, term IV. In August 2024, he was re-elected as Chairman of the Hai Duong Provincial Fatherland Front Committee, term XVII.
