On December 4, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a meeting to inspect and work with the Standing Committee of the Quang Yen Town Party Committee on the results of the implementation of tasks in 2024, the direction and tasks in 2025; preparations for organizing Party congresses at all levels, term 2025-2030 and the operation of the Quang Yen coastal economic zone, industrial parks and industrial clusters in the area. Accompanying him were comrades of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council and People's Committee; leaders of relevant departments, branches and sectors of the province.
In 2024, the town's production value growth is estimated at 23.8%, exceeding the target set by the resolution. The total state budget revenue in the area is estimated at over 1,370 billion VND, equal to 108% of the provincial estimate, up 47.9% over the same period; of which tax and fee revenue accounts for 81.5% of the revenue structure. The implementation of the goal of building Quang Yen town into a city by 2025 has been focused on direction and implementation. The town has been approved by the province to establish 2 wards of Hiep Hoa and Tien An and to establish Quang Yen city. Cultural and social fields continue to receive attention and have developed. The whole town has reduced 284 near-poor households; creating jobs for over 2,600 workers.
Regarding the implementation of preparations for Party congresses at all levels, the Town Party Committee has established sub-committees; reviewed and supplemented the planning of Party committees and key leadership positions; rotated, mobilized, consolidated and arranged the team of leaders of the town and communes and wards; reviewed and assessed personnel to serve Party congresses at all levels; completed the first draft of the political report to be submitted to the 22nd Town Party Congress, term 2025-2030.
Regarding the operation of Quang Yen coastal economic zone and industrial parks and industrial clusters in the town, as of December 2, 2024, the total land area that has completed site clearance work reached 59% of the land area of the industrial parks. The area that has been assigned and leased reached over 948 hectares. Currently, 4/5 industrial parks have implemented infrastructure investment, of which Dong Mai industrial park has completed infrastructure investment for 100% of the planned area, with an occupancy rate of 90%. It has attracted 81 investment projects in industrial parks and 15 projects in coastal economic zones. The total number of workers in the industrial parks is over 17,500 people; the state budget revenue is about 1,120 billion VND.
Working with the Standing Committee of Quang Yen Town Party Committee, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, highly appreciated the very encouraging results in the economic and social development of Quang Yen Town. From a purely agricultural land, Quang Yen has now become a development center, a growth pole of the whole province with a very high urbanization rate. Quang Yen contributes 17% of the economic scale of the province. This is the result of the efforts of the entire political system and the people.
Regarding the tasks in the coming time, the Provincial Party Secretary requested the Standing Committee of the Quang Yen Town Party Committee to continue to focus on leading and directing the drastic and comprehensive implementation of the work of building and rectifying the Party and the political system; building a contingent of cadres with sufficient qualities, capacity and prestige, equal to the tasks; promoting inspection and supervision work; closely following the direction of the Central and the province to focus on implementing innovation and rearranging the apparatus of the political system "refined, compact, strong, efficient, effective and efficient". Along with that, it is necessary to focus on making the best preparations for the Party congresses at all levels, especially focusing on building documents that are scientific, concise, focused and key, demonstrating the strong aspiration to rise up; doing a good job of the congress personnel work.
Regarding socio-economic development tasks, he suggested that the town focus on completing site clearance for key investment projects; quickly overcoming the consequences of storm No. 3 and restoring production. At the same time, strengthen the work of ensuring security and order in the area, not allowing problems and complicated areas to arise.
The Provincial Party Secretary requested that Quang Yen Town be united, united, and unanimous in striving to complete the targets and tasks in 2025 as well as the entire term, aiming to become a city with a new mindset and new stature.
This morning, the Provincial Party Secretary and the working delegation inspected the operations of a number of industrial parks in the area. Inspecting, surveying and working with the investor of Dong Mai Industrial Park, the Provincial Party Secretary acknowledged the results in attracting secondary investment projects of the industrial park in the past time. At the same time, he requested the investor to continue focusing on completing the remaining infrastructure items, creating a basis for continuing to attract high-tech, environmentally friendly investment projects, aiming to build Dong Mai Industrial Park into a model industrial park in the province.
The Provincial Party Secretary also requested relevant departments, branches and Quang Yen Town to actively support the investor in completing related procedures for the worker housing project in Dong Mai Industrial Park, ensuring that it can be put into operation in December. The Economic Zone Management Board and departments and branches should quickly complete land allocation procedures for the area that has completed site clearance as well as planning procedures for the expansion of the Industrial Park. At the same time, support, guide and create conditions to shorten the time for granting investment licenses for projects in the industrial park.
Inspecting and surveying at Song Khoai Industrial Park, the Provincial Party Secretary requested to focus on completing the site clearance for the remaining area of the project, continuing to invest in completing the infrastructure. On that basis, prepare land fund and supporting infrastructure to attract large-scale, dynamic investment projects.
