According to the report of Thai Thuy district, as of 7:00 a.m. on September 6, there were 494 vehicles with 1,797 workers operating at sea in Thai Thuy district. All of the above vehicles were able to contact their families, and no vehicles were operating in dangerous areas; of which, 448 vehicles with 1,778 workers were safely anchored at the ports; 6 vehicles with 19 workers were still operating, 8 vehicles with 48 workers from other provinces were anchored in the district; more than 10 vehicles of Hai Ha Waterway Transport Company Limited were anchored at Hai Ha petroleum port and some water vehicles such as barges and suction ships were anchored in the estuary area. The number of workers on clam and sand huts was 169 workers at 179 huts; 134/1,169 workers had returned to shore. The district currently has 381 households with 1,183 people living outside the main dike, 591 of whom have been evacuated to safe shelters; 2,133 women, the elderly and children living inside the main dike are being internally evacuated to relatives' homes in the area. The district's winter-spring rice area is estimated at 2,892/12,114ha; the old rice field is expected to be in bloom around September 10 at over 3,100ha. The harvested summer crop area is 382/700ha. The district's aquaculture area is approximately over 4,200ha.
After listening to the report of Thai Thuy district and directly inspecting the Lien Ha Thai industrial park, the Hai Ha petroleum port anchorage area, and Tan Son fishing port, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, acknowledged the active participation of departments, branches, localities, agencies, and units in proactively responding to storm No. 3.
Emphasizing that this is a very strong storm, with a wide range of influence and the potential to directly affect Thai Binh province, the Provincial Party Secretary requested Thai Thuy district to absolutely not be subjective or negligent in responding to storm No. 3; strictly implement the telegrams of the Central Government and the province according to the motto "4 on-site". It is necessary to assign specific tasks to the storm prevention and control forces; members of the PCTT and TKCN Command Committees at all levels proactively present at assigned units and localities to inspect, direct and urge storm prevention and control at the grassroots level; review all materials, means and people in a specific and clear manner, ensuring substance, and readiness for all situations that may occur when the storm makes landfall. In particular, special attention should be paid to ensuring the safety of workers at sea, at clam huts, aquaculture ponds and seafood farms; Urgently and thoroughly review and evacuate clam and aquaculture workers, households living in dangerous areas, and fishermen at sea to safe places. Coercive measures may be used if necessary, ensuring that absolutely no workers remain in clam huts, on ships or boats when the storm hits. Count, arrange and guide ships and boats to safe shelters, to prevent collisions and sinking at anchorages.
He suggested further strengthening information and propaganda work in many forms, paying attention to mobile and direct propaganda so that people can grasp storm developments and not be subjective in storm prevention and control.
The district needs to proactively coordinate with the agricultural sector to inspect and review plans to protect key dykes, embankments, and culverts. If it is discovered that the works are not safe, it must proactively mobilize forces, means, and materials to handle and reinforce them immediately.
The Provincial Party Secretary also acknowledged the participation of the infrastructure investor of Lien Ha Thai Industrial Park, Green i-Park Joint Stock Company, in proactively taking measures to respond to storm No. 3 and requested that the unit coordinate with the district in disseminating and guiding secondary investors in the industrial park in preventing and combating storm No. 3; temporarily suspending all construction and production activities in the industrial park to ensure the safety of staff and workers; having plans to arrange and requisition facilities and housing in the industrial park as shelters for people in the area when bad situations occur.

The Provincial Party Secretary requested that it is necessary to promptly handle and reinforce the water vehicles of Hai Ha Waterway Transport Company Limited that are anchored at Hai Ha petroleum port.
Regarding the water vehicles of Hai Ha Waterway Transport Company Limited that are anchored at Hai Ha petroleum port, after hearing the report from the relevant authorities about the difficulties due to low water levels, making it impossible to move these vehicles to safe shelters, the Provincial Party Secretary assigned Thai Thuy district to coordinate with relevant units to urgently mobilize forces to reinforce the vehicles right at Hai Ha petroleum port; Thai Thuy district proactively allocates funds from the PCTT source to supplement equipment for tying and reinforcing vehicles; research a plan to pump water into the oil tanks of ships to reduce shaking and minimize impact when the storm makes landfall; and at the same time assign forces on duty to promptly handle emergency situations when the storm makes landfall.
