20 years of growth with the Industry and Trade sector

The Department of Local Industry and Trade (formerly the Department of Local Industry) was established on July 4, 2003. Up to now, after 3 stages of development, from a young unit, the Department of Local Industry and Trade has become a strong arm helping the leaders of the Ministry to closely grasp the development situation of the local industry and trade sector, thereby planning appropriate development policies. At the same time, it has well implemented assigned tasks, contributing to the goal of industrialization and modernization of the country.

Looking back at the development history of the local Department of Industry and Trade, it can be seen that the period 2003 - 2007 was identified as the "bridging" period.

In Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry, for the first time the Department of Local Industry appeared in the organizational structure of the Ministry of Industry. On that basis, on July 4, 2003, the Minister of Industry issued Decision No. 115/2003/QD-BCN stipulating the functions, tasks, powers and organizational structure of the Department. The Department of Local Industry assists the Minister in performing the function of state management of industrial development in localities nationwide.

As a specialized agency, the focal point for implementing state management work on local industrial development..., the Department of Local Industry at that time shouldered the task of acting as a "bridge" between the Ministry of Industry and localities across the country in the journey for the cause of industrialization and modernization of the country.

The period 2007 - 2017 was a period of many major changes in the functions, tasks and organizational structure of the Department.

On January 30, 2008, the Minister of Industry and Trade issued Decision No. 0799/QD-BCT to provide more specific regulations on the functions, tasks and organizational structure of the Department of Local Industry. Accordingly, the Department performs the function of state management and law enforcement on: Industry - small-scale industry, industrial promotion activities, industrial zones - clusters - points; small and medium-sized industrial enterprises in localities nationwide; along with 21 tasks, powers and 07 affiliated units.

During this period, the Ministry's leaders agreed to allow the Department of Local Industry to establish the Industrial Promotion and Industrial Development Consulting Center 1; Representative Office in Ho Chi Minh City - now the Southern Working Group, under the Planning and General Department.

On February 19, 2013, the Ministry of Industry and Trade issued Decision No. 999/QD-BCT on adjusting, supplementing and more specifically regulating the functions, tasks, powers and organizational structure of the Department of Local Industry. Accordingly, the Department of Local Industry performs the function of state management and law enforcement on: Industry - small-scale industry, industrial promotion, industrial clusters, small and medium-sized industrial enterprises in localities nationwide; performing public service activities in the fields and scope of its management.

Among the 21 specific tasks, the Department of Local Industry was assigned additional tasks such as: Building and organizing the implementation of projects for industrial establishments applying cleaner production; assisting the Ministry in implementing the tasks of the National Target Program on New Rural Development; acting as a focal point to help the Ministry manage the activities of the Ministry with localities, especially monitoring and urging units under the Ministry to perform the tasks assigned by the Ministry's leaders to localities...

Since 2018, the Department has changed its name and has many new tasks.

In Decree No. 98/2017/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, the Department of Local Industry was officially renamed the Department of Local Industry and Trade. Along with the name change, the functions, tasks and powers of the Department of Local Industry were added, including: State management and law enforcement in the fields of: Industry, small-scale industry (small-scale industry villages); industrial promotion; industrial clusters; small and medium-sized industrial enterprises; general synthesis of the situation of industrial and trade development in localities nationwide.

On November 29, 2022, Decree No. 96/2022/ND-CP of the Government was issued. Immediately afterwards, the Minister of Industry and Trade issued Decision No. 2638/QD-BCT dated December 2, 2022 stipulating the functions, tasks, powers and organizational structure of the local Department of Industry and Trade. Basically, the Department's tasks remain the same.

Over 20 years of formation and development, the local Department of Industry and Trade has left a strong mark in the strong growth of the Industry and Trade sector in each period.

In particular, the development of a legal framework is considered by the local Department of Industry and Trade as a basic and top priority task. Fundamental documents such as Decree No. 134/2004/ND-CP dated June 9, 2004 on encouraging rural industrial development (now Decree No. 45/2012/ND-CP dated May 21, 2012 of the Government on industrial promotion; Decree No. 68/2017/ND-CP dated May 25, 2017 of the Government on management of industrial cluster development (amended and supplemented by Decree No. 66/2020/ND-CP dated June 11, 2020) are considered the highest legal framework developed by the Department to implement support for industrial and handicraft development in localities.

With the system of legal documents proposed by the local Department of Industry and Trade, the support for local industrial development gradually ensures constitutionality and feasibility in the implementation process; promptly meets the requirements of state management on local industrial and commercial development.

Another key task is to monitor the state management activities of industry and trade of localities. This activity helps the unit promptly propose, advise and recommend to the Ministry's leaders solutions to promote the development of industry and trade for localities.

In addition, in performing its functions and tasks, the local Department of Industry and Trade has reaped the "sweet fruits" from the industrial promotion program. Over the past 20 years, this work has established important steps in the industrialization and modernization process, especially in rural areas.

The Department has put industrial cluster management into order and efficiency; built mechanisms and policies for developing small-scale industries and enterprises; discovered and honored typical rural industrial products; joined hands to create a "new look, new vitality" for rural Vietnam.

Continuing the tradition, building the future

Continuing the tradition of 20 years of efforts, in 2024, in the context of the Industry and Trade sector facing many challenges, the local Department of Industry and Trade has flexibly deployed activities to complete the Department's tasks, and performed well the work of advising the Ministry's leaders on development orientations for the local Industry and Trade sector.

Regarding the work of drafting legal documents. The Department completed the dossier and submitted to the Government for signing and promulgation of 02 Decrees: Decree No. 32/2024/ND-CP on the management and development of industrial clusters and Decree No. 43/2024/ND-CP detailing the awarding of the titles "People's Artisan", "Excellent Artisan" in the field of handicrafts. Drafted and submitted to the Ministry's leaders for signing and promulgation of Circular No. 14/2024/TT-BCT of the Ministry of Industry and Trade regulating the periodic reporting regime on industrial clusters, the national industrial cluster database and some sample documents on the management and development of industrial clusters.

Task of drafting a Decree amending and supplementing a number of articles of Decree No. 45/2012/ND-CP on industrial promotion: On August 28, 2024, the Ministry of Industry and Trade issued a Decision to establish a Drafting Committee and an Editorial Team to draft the Decree. Currently, the local Department of Industry and Trade is drafting a Decree.

Organizing a series of events for the Industry and Trade sector in 03 regions (North, Central, South) and professional conferences. The Department has successfully organized a series of events for the Industry and Trade sector in the Northern region in Hanoi, including activities: Industry and Trade Conference, Industrial Promotion Conference, Exhibition Fair of typical rural industrial products in the North. At the opening ceremony of the Fair, the Ministry of Industry and Trade organized a vote and honored, awarded Certificates to 126/218 products and product sets of rural industrial establishments in the Northern region that registered to participate in the vote. Currently, the work related to the organization of a series of events in the Central Highlands region (in Quang Tri) and the Southern region (in Kien Giang) is being implemented.

Successfully organized online conferences: Assessing the industrial production situation, ensuring goods for the Lunar New Year 2024; disseminating Decree No. 32/2024/ND-CP, Circular No. 14/2024/TT-BCT on management and development of industrial clusters and Decree No. 43/2024/ND-CP detailing the awarding of the titles "People's Artisan", "Meritorious Artisan" in the field of handicrafts.

Monitoring work of local Industry and Trade. The Department has completed the Plan of the Party Committee of the Ministry of Industry and Trade to implement Resolution No. 46-NQ/TW dated December 20, 2023 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period. The focal point of the Ministry of Industry and Trade coordinates in developing a Decree on decentralization of state management in a number of areas to Ho Chi Minh City; coordinates with central ministries and branches to implement Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

In the first 8 months of 2024, the Department will take the lead in preparing documents and accompanying the Ministry's leaders to work with 17 localities; research and give opinions on sectoral, regional and provincial planning; participate in monitoring the implementation of assigned tasks in the conclusions and directions for the Ministry of Industry and Trade of the Party and State leaders; and the conclusions of the Ministry's leaders at working sessions with localities.

Regarding other major tasks, the Department continues to implement according to its functions and tasks, striving to complete the 2024 plan, such as: Industrial promotion work; industrial cluster management; development of small-scale industry and enterprises and the National Target Program on new rural construction.

With more than 20 years of contributing to the development of the Industry and Trade sector, the local Department of Industry and Trade has made a strong mark in each past development stage and continues to contribute to the future development of the key economic sector.
