Affirming the role of elected bodies in the political system of the province, to serve the drafting of resolutions and verification activities, in the process of preparing to organize thematic sessions, the Standing Committee of the Provincial People's Council directed committees, delegations, and People's Council delegates to strengthen surveys, collect opinions and consult with people to provide information for the People's Council to discuss, decide, and issue resolutions in accordance with reality, ensuring feasibility. This is of particular importance in the drafting of resolutions on socio-economic development solutions, on mechanisms and policies to ensure social security that have a great impact on voters and people.
Before the regular mid-year and year-end meetings, the Standing Committee of the People's Council directs the People's Council's committees and delegations to closely coordinate with the Standing Committee of the Provincial Fatherland Front Committee to develop an organization plan for the People's Council's delegates to attend the election, ensuring compliance with regulations and in accordance with practical conditions. At the same time, expand the forms for the People's Council's delegates to attend the election in the constituency, place of residence, place of work; attend the election according to topics, fields, subjects, and areas that the People's Council delegates are interested in; increase the time and number of election points, expand the election to villages, hamlets, and neighborhoods, limit administrative procedures, and contact with "electors"...
From the results of receiving and resolving voters' recommendations, it can be seen that in recent times, the Provincial People's Council has made many improvements and innovations in the issuance of resolutions to ensure feasibility and suitability to reality. The supervision activities of the People's Councils at all levels continue to be innovated, focusing on and monitoring emerging issues in social life that are of interest to a large number of voters and people. The Provincial People's Committee has paid attention to, issued directive documents, assigned and assigned specific responsibilities to agencies and units participating in resolving voters' recommendations; the People's Committees at all levels have actively implemented and resolved voters' opinions and recommendations within the authority assigned by the Provincial People's Committee.
Mr. Le Phuoc Yen, a voter in Ward 5 (Bach Dang Ward, Ha Long City) said: "We highly appreciate the role of elected bodies of People's Councils at all levels. In 2023, 37/47 voters' petitions were directed by the Provincial People's Committee to be resolved, explained, and informed to voters (reaching 79%); of which 27 petitions were resolved (reaching 26%), 25 petitions were explained, and informed to voters (reaching 53%); the rest were directed to be resolved.
Through the TXCT meetings of the Provincial People's Council delegates, voters sent many opinions and recommendations. The contents resolved and answered basically focused on issues that voters were interested in. Some recommendations were resolved and informed to voters in a complete and reasonable manner, related to areas of economic and social life such as: Construction investment, land, site clearance, environment, planning, etc. The reception, study and resolution of the province's recommendations have contributed to removing many difficulties and obstacles, promoting socio-economic development; stabilizing security and order, improving people's lives, creating trust among voters and people.
