That was one of the requests of Comrade Pham Minh Chinh, Politburo member, Prime Minister at the online conference of the Government Standing Committee working with state-owned enterprises nationwide on promoting production, business and investment development, on the morning of September 14. Deputy Prime Ministers and leaders of several ministries and branches attended the conference.
Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and delegates attended the conference at Thai Binh bridge.
At Thai Binh bridge, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of a number of departments, branches and state-owned enterprises in the province attended the conference.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the country currently has nearly 700 state-owned enterprises holding large resources in terms of capital, assets with more than 3.8 million billion VND and technology, high-quality human resources, contributing about 28% of the state budget revenue, attracting about 700,000 workers. The state-owned enterprise sector plays a dominant and leading role in important and essential sectors and fields of the economy. Despite remarkable development, the production, business and investment activities of state-owned enterprises are not commensurate with their role and resources and still face many difficulties that need to be promptly overcome. The Prime Minister requested ministries, branches, localities and enterprises attending the conference to discuss and correctly assess the situation at home and abroad, clarify the causes of difficulties and obstacles at which level, and focus on discussing solutions to remove them, promote production, business and investment development, contributing to the country's economic growth.
The conference heard representatives of the Ministry of Planning and Investment report on the production, business and investment activities of state-owned enterprises and propose a number of solutions to promote the development of state-owned enterprises; representatives of a number of localities, corporations and large state-owned enterprises discussed and clarified obstacles that have prevented production and business activities from being highly effective; and at the same time, made recommendations to all levels and sectors for support and solutions.
Concluding the conference, Prime Minister Pham Minh Chinh requested central and local ministries, branches and localities to put themselves in the position of enterprises to remove difficulties and promote production and business; direct enterprises, corporations and state-owned general companies to promptly submit to competent authorities for approval their 5-year and annual production, business and investment development plans, especially for large-scale investment projects with spillover effects. Ministries, branches, localities and representative agencies of owners focus on directing state-owned enterprises to speed up progress and ensure the quality of investment projects; urgently advise the Government and the Prime Minister on solutions to remove difficulties; research, amend and perfect the system of mechanisms and policies to facilitate the development of state-owned enterprises. The Prime Minister also requested that state-owned enterprises need to be more proactive and creative, focusing on digital transformation, green transformation, strongly applying science and technology in production, aiming at new industries and fields, striving to fulfill the highest tasks, production, business and investment development plans in 2023, contributing to the socio-economic development of the country.
