Enterprises spend 32.2 hours for a land procedure

To carry out an administrative procedure in the land group, on average each enterprise has to spend 32.2 hours, incurring direct costs of about 3.8 million VND.

This result was given in the report Administrative Procedure Compliance Cost Index 2022 (APCI 2022), surveying 3,092 businesses.

According to the report, the steps involved in preparing and completing documents are still a burden for businesses. The reason for the existence of sub-procedures is that the land database system has not been completed, widely applied, and there is no connection between land management agencies at all levels.

In addition, the implementation of online public services for land administrative procedures is still modest. Specifically, only 5% of enterprises have submitted documents and 1% of enterprises have received results online. Currently, enterprises cannot make tax payments for land transactions online.

Compared to 2021, the APCI score of the land administrative procedures group decreased by 1.2 points, and the difference between the highest and lowest scores in the period 2018-2022 was 5.4 points. In general, from 2018 to present, the score of this group has tended to decrease slightly, accordingly, 2019 was the year with the most positive fluctuations, 2022 showed urgent signs of a comprehensive reform of procedures.

The assessment report stated that although there have been many reforms in land administrative procedures in recent years, the Government, ministries and localities still need to make more efforts to facilitate businesses. This group needs to focus on using technology, perfecting the land information system and database, and assets attached to land. Because this is the foundation for process reforms, standardizing procedures, and improving coordination efficiency between relevant agencies.

The PCI 2022 report released in April also showed that, due to the inter-sectoral and inter-level nature of land, this is one of the most complex and difficult areas to improve. Difficulties in implementing procedures for this group are still common. 42.9% of surveyed businesses said that land procedures caused them to delay or cancel their business plans in 2022. Although this result is more positive than in 2021 (53.8%), the negative impact is much higher than other important procedural areas such as business registration, amending business registration contents, and granting conditional business licenses.
