Sharing some of the main new points of the 2025 high school graduation exam, Prof. Dr. Huynh Van Chuong said that this year's exam will reduce the number of exam sessions from 4 sessions as in previous years to 3 sessions. The exam will be oriented towards assessing capacity, with new subjects according to the 2018 GeneralEducation Program; the Literature subject can use materials other than textbooks.
The 2025 exam will also promote digital transformation, 100% of candidates can register for the exam online. At the same time, the use of process assessment results in considering high school graduation recognition will be increased, from 30% to 50%. Changes in certificates and incentive points for Foreign Languages, Vietnamese, and vocational certificates.
The examination invigilation and grading process has been adjusted to ensure compliance with the exam organization plan, while overcoming previous limitations and shortcomings to create more convenience for units in the organization and implementation process.
Compared to last year, the number of candidates increased from 1.06 million to over 1.1 million. From April 21 to 28, candidates began registering for the high school graduation exam, before that candidates had 4 days to register for a trial. Candidates used the identification code information on VNEID to register online at the high school, without needing to provide additional documents.

Discussing the inspection and examination plan for the 2025 high school graduation exam, Chief Inspector of the Ministry of Education and Training Nguyen Duc Cuong said that the Ministry of Education and Training is fully responsible for the exam, organizing the inspection and examination of all stages of the exam according to its authority.

"4 rights", "3 no's", "2 promotion" in organizing high school graduation exams
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong emphasized the general requirements of the high school graduation exam this year and previous years are to organize the exam safely, seriously, fairly, effectively, in accordance with regulations, reduce pressure, reduce costs, ensure reliability, and ensure quality.
From this general requirement, the Deputy Minister directed that it is necessary to focus on doing well 8 groups of issues both for preparation work and in directing implementation. In particular, it is necessary to do well in organizing teaching and reviewing for exams.
According to the Deputy Minister, to do well in the exam, we must teach and learn well. From the beginning of the school year until the exam preparation, we request the leaders of the Department of Education and Training and specialized departments to direct good teaching for grade 12. Teach on time and innovate methods.

The Deputy Minister emphasized that if teachers teach well every day, every semester, and all year, the exam will no longer be stressful. At the same time, he said that it is expected that next year, after completing the curriculum, the high school graduation exam will be held earlier, so that the exam preparation will not be prolonged.
Along with the teaching and review process, the Deputy Minister suggested that the Departments of Education and Training pay attention to the second group of issues, which is to organize mock exams for 100% of students, with the spirit of organizing mock exams but operating them for real, evaluating them for real, doing real tests and using mock exam results to classify students, on the basis of continuing to supplement knowledge. The rehearsal also helps teachers get used to this year's new exam organization method.
Early, remote, and thorough preparation is the third group of issues. Reiterating the viewpoints of "4 rights" and "3 no's" ("4 rights" are: Correct regulations and exam instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents. "3 no's" are: No negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents) which have been thoroughly implemented in the organization of the 2024 high school graduation exam, the Deputy Minister emphasized that this is still the spirit of the 2025 exam.
At the same time, the Deputy Minister mentioned two more "promotions" that need to be done well in this year's exam: promoting the sense of responsibility and professional expertise of the steering force and the force participating in organizing the exam, and promoting the self-awareness and compliance with regulations of the candidates.
